Context & Environment
- HSE is a responsibility of everyone, your main objective must be to build a strong safety culture among all employees and contractors working at our sites.
- Working long hours and sometimes during weekend, public holidays.
- Close coordination with;
- Internally: OM, internal auditor, Commercial Department, Network Manager, HR Manager and Depot Managers, etc.
- Externally: Contractors, Engineering Consultants, Network dealers, Suppliers, customers, Government institutions such OSHA, FIRE & NEMC.
Activities
- Closely follow up the ICC program, to ensure compliance with ICC requirements, including: conducting HSE prequalification for all contractors prior to being included in the list of approved contractors for works and arranging for ICC audit, organizing audits, ensuring quality of audit, building HSE skills of new contractors and closure of recommendations from the audit.
- Ensure full implementation of zero fatal accident program by active contractors and implement a pathway for new contractors (onboarding program).
- Conducting close follow-up of high risk works, this includes inspection and conformance review of the contractor.
- Organize meetings and training for contractors, this involves sharing of REX and arranging annual convention with active contractors.
- Main coordinator of IZI safety and ERIS applications, ensuring system are efficiently used.
- Ensure that all contractors working inside the site are trained on Total` s HSE requirements, specially completing worksite safety training.
- Ensuring contractors working on our sites are complying with IZI safety requirements (user compliance and company compliance).
- Guiding the network team and contractors to implement the HSSE requirements in their sites, including reviewing risk assessment, permit to work system and prevention plan prior to work or during works.
- Follow-up implementation of invariants program for Network team.
- Conduct HSE inspections, toolbox talks and issue violation notices and recommend rewards.
- Participate in incident investigation, analysis, reporting and follow up of corrective/preventive actions.
- Participate in tender evaluation and complete HSE evaluations of tender.
- Conduct periodic HSE inspections of the network and projects to ensure HSE compliance.
- Execution of Emergency Response procedures and conduct drills with service stations.
- Ensure regulatory compliance for network operations and projects (Fire, OSHA, NEMC, etc.)
- Coordinate overall HSE inspection & audit activities, prepare action plan and ensure implementation of actions.
- Perform HSE evaluations at the end of the project to track growth of contractors in HSE
- Coordinator safety tours in the team (HSE and transport safety tours), especially visits in network sites
- Reinforce sustainability in the network operations (EIA, waste recycling, implementing 5 levers of sustainability)
- Implement SRM+, SOCRAT, and sustainable projects to ensure harmonization of our operations and communities.
- Compile, track environmental data and complete annual HARPE reporting
- Complete any other tasks assigned by the HSEQ Manager
Candidate Profile
– Must possess a degree from a recognized higher learning institution.
– Must be an engineer/related field/science, Possession of HSE qualification will be an added advantage.
– A minimum of 3 years in HSE functions
– Must have a good command of English language (speaking and writing) and should be an effective communicator.
– Computer skills, good level with Microsoft word, power point and excel.
– Must be independent, able to deliver under minimum supervision.
– Must be ready to work under high pressure.
