Role Overview

Key Responsibilities

• Technical Leadership: Lead efforts to secure commodity availability for HIV, TB, ARVs, STI, Hepatitis, RTKs, CECAP, and laboratory supplies across all supported facilities.
• Service Delivery Innovation: Oversee the design, rollout, and monitoring of Differentiated Service Delivery (DSD) models, focusing on Decentralized Drug Distribution (DDD) and Community Pharmacy ART refill initiatives.
• Systems & Data Management: Enhance eLMIS and Pharmacy Module utilization by driving timely reporting, improving data quality, analyzing stock status, and guiding evidence-based decision-making.
• Forecasting & Inventory: Collaborate with R/CHMTs and facility teams on quantification, multi-month dispensing (MMD), and proactive redistribution to prevent stock-outs and expiries.
• Supply Chain Bottlenecks: Partner with the Medical Stores Department (MSD), NASHCoP, NTLP, and supply chain partners to solve last-mile delivery challenges and logistics delays.
• Capacity Building: Deliver technical mentorship, training, and on-the-job support to EGPAF staff, district health teams, and community pharmacy personnel.
• Monitoring & Rapid Response: Perform root-cause analysis of supply shortages and direct rapid response protocols, including emergency orders and inter-facility transfers.
• Representation & Reporting: Represent EGPAF in national supply chain Technical Working Groups (TWGs) and IMPACT team meetings; prepare quarterly, semi-annual, and donor reports.

Qualifications & Experience

Required

• Education: Bachelor’s degree in Pharmacy, Supply Chain Management, Public Health, Logistics, or a related field. (Postgraduate degree strongly preferred).
• Experience: 5–7+ years of progressive experience in pharmaceutical supply chain management, preferably within HIV/TB programs in Tanzania or similar contexts.
• Technical Systems: Proven hands-on experience with the Medical Stores Department (MSD), eLMIS, and national logistics systems.
• Programmatic Knowledge: In-depth understanding of OFA, NASHCoP guidelines, DSD, and Decentralized Drug Distribution (DDD).
• Languages: Full fluency in English and Kiswahili (written and spoken).
• Mobility: Willingness to travel frequently to project sites across supported regions.

Preferred Competencies

• Experience establishing or scaling Community Pharmacy ART refill models and last-mile distribution innovations.
• Strong skills in forecasting, quantification, and logistics data analysis.
• Demonstrated history of collaborative stakeholder management with MoH, PMO-RALG, MSD, development partners, and CSOs.
• Self-starter with high integrity, strong analytical skills, and a commitment to health equity.
