EGPAF began supporting HIV and AIDS programming in Tanzania in 2003 and established a country office in 2004. In collaboration with the Ministry of Health Community Development, Gender, Elderly and Children and the President’s Office Regional Administration and Local Government, EGPAF has expanded its work to support quality, comprehensive, and integrated HIV, GBV, TB, and Family Planning services in supported regions.
Role Summary
The Senior Grant Manager is responsible for providing grants and sub-grants management support to EGPAF Tanzania’s programs and ensuring compliance with the terms and conditions of the Foundation’s awards, applicable EGPAF policies, and US and Tanzania Government audit, cost, and administrative principles and regulations.
Essential Duties and Responsibilities
Grants Knowledge and Management
- Provide technical support to management on country-specific grants management issues.
- Provide policy guidance and interpretation for program staff and sub-recipients on applicable rules and regulations.
- Provide training and orientation to staff and sub-recipients on donor rules and regulations as well as Foundation policies and procedures.
- Develop and maintain tracking systems on identified sub-recipient compliance issues.
- Provide team leadership for post-award management and processes.
- Communicate with colleagues in the country office to understand funder objectives, requirements, and related program activities and ensure fulfillment of commitments.
Sub-Award Management and Monitoring
- Oversee the review and evaluation of sub-recipient applications and proposals.
- Oversee the pre-award assessment process and ensure organizations have the capacity to appropriately manage a sub-award.
- Coordinate the review and evaluation of sub-recipient applications and proposals and ensure documents are accurate and complete.
- Oversee negotiation of sub-agreement terms and conditions and prepare final sub-agreement award documents and modifications.
- Monitor sub-recipient performance to ensure compliance with the terms and conditions of awards.
- Oversee targeted in-depth risk assessments of sub-grant programs and produce reports with recommendations for corrective action and the level of assistance required.
- Provide ongoing assistance to sub-recipients to administer their sub-agreements in compliance with all terms and conditions.
- Manage the sub-agreement closeout process.
- Work closely with sub-agreement, financial, and technical staff and provide guidance as necessary on sub-agreement requirements.
- Ensure amendments to sub-agreements are developed and processed in a timely manner.
- Address problems or concerns with the management of sub-awards in a timely and effective manner.
- Ensure each sub-recipient is audited on a bi-annual basis and ensure all outstanding audit findings are addressed and resolved in a timely manner.
- Develop audit plans with the C&G team for sub-awards and ensure they are properly implemented.
- Generate monthly sub-budget-to-actual reports and submit them to the supervisor.
- Monitor budget execution of sub-grantees against required milestones.
- Build the capacity of the C&G team regarding auditing activities.
- Develop and maintain Sub-agreements/Grants Information Management Systems (CGIS), including filing, archiving, organization, and dissemination of sub-agreement/grants information.
- Ensure all C&G documents, both electronic and paper, are complete, updated, and organized.
- Ensure all CGIS information is updated and accurate for the EGPAF Tanzania program.
- Train and build staff capacity on the use of CGIS.
- Generate regular reports on the status of sub-agreements using CGIS and disseminate them to appropriate staff.
Cash Requests
- Ensure each sub-recipient has available funds within the limitations of their sub-agreement at all times.
- Ensure all cash requests are submitted by each sub-recipient on a monthly or quarterly basis and in a timely manner.
- Monitor sub-recipients’ expenditures against approved budgets and program objectives.
- Ensure Grants Officers complete the Cash Request Checklist for each cash request.
Training
- Together with EGPAF’s technical teams, lead the sub-recipient pre-award assessment and budget development process.
- Provide training on USG, sub-award, EGPAF, and donor regulations and financial management to sub-recipients and EGPAF Tanzania staff.
Field Support
- Liaise with Field C&G staff to ensure standard C&G policies and procedures are implemented in each Field Office.
- Conduct trainings and meetings with C&G staff to build capacity and understanding of C&G activities, including quarterly meetings with all C&G staff.
- Conduct visits to Field Offices to assist with implementation of C&G activities and policies and build staff capacity and understanding.
- Perform any other relevant duties as assigned by the Director of Operations.
Qualifications and Experience
- Bachelor’s degree in Finance, Accounting, Business Administration, Public Health, International Development, or a related field.
- A Master’s degree and professional accounting qualification, such as CPA or equivalent, is preferred.
- Minimum of 7 years of progressive grants management experience, including oversight of large and complex donor-funded awards.
- Demonstrated experience managing grants funded by USAID, CDC, PEPFAR, or other US Government donors.
- Strong knowledge of US Government rules and regulations, donor compliance requirements, and grant lifecycle management.
- Proven experience in budgeting, financial monitoring, donor reporting, sub-recipient management, and award closeout.
- Experience supporting audits, risk management, and compliance reviews.
- Strong leadership skills with experience supervising and mentoring grants staff.
- Excellent analytical, organizational, and communication skills.
- Proficiency in Microsoft Office applications, particularly Excel.
Added Advantage
- Experience working in health, HIV/AIDS, public health, or international development programs.
- Knowledge of grants management systems and donor-funded project operations.
