Green Telecom Limited is seeking a results-driven and highly motivated Telecom PMO Manager / Lead to join its team.
The Telecom PMO Manager / Lead will be responsible for establishing, standardizing, and overseeing governance, portfolio management, and execution frameworks for telecommunications infrastructure and service implementation projects.
The successful candidate will ensure that complex network rollouts, including FTTx, RAN, core network upgrades, and enterprise circuits, are delivered on time, within budget, and in alignment with strategic business objectives.
Key Roles and Responsibilities
1. Governance and Methodology Standards
- Define and maintain the PMO framework, standard operating procedures (SOPs), and templates specifically tailored to telecommunications engineering and deployment lifecycles.
- Ensure all projects comply with industry standards, regulatory requirements, local municipal and real estate permissions, and corporate audit policies.
- Oversee project stage-gating from initiation and design through OSP/ISP construction, integration, testing, and service handover.
2. Portfolio and Program Monitoring
- Track and manage a multi-million-dollar portfolio of concurrent telecommunications initiatives, including fiber expansions, cell site builds, and core/transmission upgrades.
- Consolidate project metrics into executive-level dashboards covering milestones, cost variances, resource constraints, and technical risks.
- Implement early-warning mechanisms to identify bottlenecks involving supply chains, vendor deliveries, and contractor performance.
3. Financial and Vendor Management
- Oversee budgeting, financial forecasting, capital expenditure (CapEx), and operational expenditure (OpEx) tracking across the telecom project portfolio.
- Manage relationships with third-party vendors, equipment suppliers, civil contractors, and managed service providers.
- Ensure service-level agreements (SLAs) and contractual obligations are strictly met.
- Review and approve contractor milestones, purchase orders, and bill-of-materials (BOM) cost variances.
4. Resource and Stakeholder Management
- Optimize capacity planning and resource utilization across internal engineering teams, field technicians, and external subcontractors.
- Serve as the central communication link between executive leadership, technical engineering teams, procurement, and external clients.
- Facilitate steering committee meetings.
- Resolve cross-departmental project escalations and manage stakeholder expectations.
Requirements
- At least 6 years of experience in project management.
- At least 3–4 years of experience operating within a PMO or managing large-scale programs in the telecommunications industry.
- Deep familiarity with telecommunications ecosystems, including:
- Fiber optics
- OSP/ISP construction
- Mobile network deployments
- IP/MPLS routing
- Transmission infrastructure
Key Competencies
Project Management Methodologies
- Strong knowledge of formal project management frameworks such as PRINCE2, PMP, Agile, or Hybrid models.
- Relevant professional certifications are highly preferred.
Technical Acumen
- Good understanding of network infrastructure components.
- Knowledge of routers, switches, and optical transmission equipment.
- Understanding of site engineering workflow processes.
Financial Control
- Proven ability to manage project budgets and exercise financial control.
- Ability to conduct cost-benefit analysis and investment parameter reviews.
Project Management and Analytics Tools
- Expert proficiency in project management software such as:
- MS Project
- Primavera P6
- Jira
- ServiceNow
- Advanced proficiency in data analytics and reporting tools, including:
- Power BI
- Microsoft Excel
Soft Skills
- Exceptional leadership skills.
- Strong conflict resolution and escalation management abilities.
- Cross-functional team coordination.
- Excellent written and verbal communication skills.
