About the Programme
The Mastercard Foundation, in partnership with BRAC International (BI), is implementing an initiative aimed at creating a positive and measurable impact for 1.2 million adolescent girls and young women across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.
Through the partnership, scalable economic development approaches are delivered within communities to strengthen the agency and voice of adolescent girls and young women (AGYW), enabling them to pursue their aspirations, achieve sustainable livelihoods, and engage in advocacy.
BRAC Maendeleo Tanzania is seeking a competent, dynamic, and self-motivated individual for the position of Deputy Manager – Management Information Systems (MIS).
Job Description
The position holder will support the development and implementation of the AIM programme’s manual and digital (BInsight) programme management information system.
Working closely with BRAC International Head Office (HO) Technology for Development (T4D) Unit, BI HO Information Technology Department, and the AIM Central Team, the position holder will foster continuous improvement and innovation of the AIM MIS, ensure quality delivery and use of the AIM MIS platforms, and maximize programme data collection, collation, analysis, and presentation for programme decision-making and business intelligence.
The position holder will also be responsible for data analysis and generating dynamic, high-quality reports and dashboards for internal stakeholders, including AIM programme management and senior management, as well as external stakeholders such as donors, partners, and government. The role will oversee the AIM programme MIS and build the capacity of relevant programme staff to collect, collate, and analyse quality data for reporting and data visualization.
Key Responsibilities
- Serve as the focal point and ambassador for implementing and using the AIM programme’s digital (BInsight) and manual MIS.
- Coordinate in-country testing of new digital (BInsight) and manual modules and/or forms and provide feedback before rollout.
- Support annual budgeting for the AIM programme’s MIS, technology, and digitalisation unit.
- Support the AIM programme team in developing data collection, reporting, presentation tools, templates, and protocols.
- Support the development, testing, and implementation of MIS implementation guidelines as required.
- Strengthen the capacity of AIM programme staff on MIS through online and/or in-person training, coaching, and mentoring.
- Ensure effective onboarding of new AIM MIS users.
- Work closely with the AIM team to ensure data displayed in BInsight reports and dashboards is representative of actual data and consistent with key AIM reports and communications.
- Follow up regularly with AIM Regional Managers to ensure timely and high-quality programme data entry and reporting in BInsight by Regional Managers, Branch Managers, Programme Assistants, and other frontline staff.
- Support data cleansing, cleaning, and transformation for reporting and analysis.
- Generate analytical reports from the AIM programme’s digital (BInsight) MIS to support internal and external information requests.
- Develop visualization products such as dashboards, maps, charts, and infographics showing findings and summarized information for internal and external presentations.
- Conduct data quality checks on AIM programme-related BInsight databases and modules, including club formation, mentor selection, YDC formation and meetings, participant enrollment, attendance, club supervision, VSLA formation and tracking, livelihood support, youth advocates, and other relevant areas.
- Support the AIM Programme Manager, Field Operation Manager, and MEL Team in implementing data quality audits.
- Work closely with the MEL Team to support MIS data verification.
- Troubleshoot and resolve MIS issues in real time to ensure the functionality of digital (BInsight) and manual platforms.
- Escalate complex issues to the BI Head Office team using the JIRA issue-tracking system.
- Attend relevant meetings on information and data management.
- Communicate updates and changes to digital (BInsight) and manual MIS modules promptly to country teams.
- Collect user feedback to identify opportunities for system enhancements.
- Propose system improvements to the AIM Central Team and BI Head Office based on field insights.
- Ensure backup and proper organization of all data and information sources, both hard copy and soft copy.
- Contribute to learning generation and organizational reporting.
- Perform any other duties as assigned by the supervisor.
Safeguarding Responsibilities
- Ensure the safety of team members from harm, abuse, neglect, harassment, and exploitation in support of programme goals and safeguarding implementation.
- Act as a key source of safeguarding support, guidance, and expertise in establishing a safe working environment.
- Promote and endorse safeguarding policies among team members and ensure safeguarding standards are implemented in all activities.
- Follow safeguarding reporting procedures in the event of any reportable incident and encourage others to do the same.
Educational & Experience Requirements
- At least 3 years of relevant work experience, preferably in the development and implementation of digital and manual management information systems and/or database management within an NGO/INGO environment.
- Experience in data management, including the ability to structure and collate datasets for analysis.
- Experience with big data management.
- Previous experience providing MIS technical assistance, developing MIS training modules, and facilitating MIS training.
- Demonstrated ability to navigate cultural sensitivity and maintain collaborative working relationships with diverse stakeholders.
- Experience working in integrated social development programming is an added advantage.
Required Competencies
- Excellent knowledge of technology-based information management, including computer hardware and software systems.
- Familiarity and competence with digital data management platforms such as Taroworks-Salesforce, CommCare, Power BI, ONA, and Tableau.
- Strong information management and IT/computer skills, including proficiency in MS Excel, MS PowerPoint, and MS Word.
- Proven skills in statistical information analysis and problem-solving.
- Knowledge of statistical packages such as Stata and/or SPSS is an advantage.
- Skills in developing training materials and building staff capacity.
- Training facilitation skills.
- Proactive, independent, highly motivated, and able to use initiative.
- Empathy and positive interpersonal skills, including cultural competence.
- Strong report-writing skills and fluency in spoken and written English.
