About the Programme

The Mastercard Foundation, in partnership with BRAC International (BI), is implementing an initiative designed to create a positive and measurable impact for 1.2 million adolescent girls and young women across seven countries in East and West Africa: Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.

The initiative responds to the urgent need to support adolescent girls and young women (AGYW) living in poverty. Through the partnership, scalable economic development approaches are being delivered in communities to strengthen the agency and voice of AGYW.

The programme aims to enable participants to fulfil their aspirations, achieve sustainable livelihoods, and engage in advocacy on issues affecting them.

Job Objective

The Programme Officer Intern will gain practical, hands-on experience in the implementation of the AIM Programme.

The intern will support the delivery and follow-up of AIM programme activities, including VSLA formation, livelihood asset support, participant follow-up, education monitoring, and transition to formal financial services.

The position will also provide practical experience in community engagement, programme implementation, monitoring, and coordination.

Key Responsibilities

Under the overall supervision of the Branch Manager, the Programme Officer Intern will:

  1. Form and follow up VSLAs to create a savings culture among participants and support other programme activities by leveraging the VSLA platform in line with the programme design.
  2. Assist with conditional cash transfers of livelihood assets and cost recovery of such assets.
  3. Ensure a minimum of 80% transition to formal microfinance institutions for AIM livelihood participants.
  4. Conduct participant follow-up through:
    • Initial/immediate home visits after participants receive livelihood assets.
    • Subsequent home visits.
    • Group visits.

    These visits will help ensure asset safety and growth, increase household income, and build participants’ confidence.

  5. Deliver education follow-up standards for the assigned intervention school, including:
    • Quarterly attendance verification.
    • Monthly peer-mentor study circle (PLC) follow-up.
    • An annual home visit for each education participant.
  6. Prepare and follow a monthly work plan that efficiently routes visits within a compact catchment area. The work plan should accommodate approximately 16 home visits in a morning, with each visit taking about 20 minutes.
  7. Conduct VSLA visits from Tuesday to Thursday mornings during weeks 1 and 3, followed by afternoon home visits close to the VSLA visited.
  8. Keep Friday afternoons for the weekly branch meeting and one Friday morning each month for the school visit.
  9. Achieve at least 90% completion of due home visits each month.
  10. Immediately alert the Branch Manager where the portfolio exceeds 210 livelihood participants or where completion falls below the required level, so that the portfolio can be appropriately balanced.

Safeguarding Responsibilities

The Programme Officer Intern will:

  • Ensure the safety of team members from harm, abuse, neglect, harassment, and exploitation in order to achieve project safeguarding objectives.
  • Act as a key source of support, guidance, and expertise on safeguarding to help establish a safe working environment.
  • Practise, promote, and endorse safeguarding policies among team members.
  • Ensure safeguarding standards are implemented in every course of action.
  • Follow the safeguarding reporting procedure whenever a reportable incident occurs.
  • Encourage other team members to report safeguarding incidents through the appropriate procedures.

Requirements

Applicants should meet the following requirements:

  • Graduate or Diploma in Social Studies, Community Development, Gender and Development, Human Resources, Business Administration, or other related fields.
  • At least 1 year of experience in the international development sector, including experience working with marginalised communities to implement community development programmes.
  • Experience in programmes involving areas such as:
    • Education
    • Microfinance
    • Livelihoods
    • Agriculture and food security
    • Girls’ and women’s empowerment
    • Other related programmes or projects
  • Experience as an AIM Club Mentor or in a comparable community facilitation or group mobilisation role will be an added advantage.
  • Experience managing savings groups, such as VSLA or equivalent groups, will be an added advantage.
  • Experience with cash or asset transfers, cost recovery, or instalment collection will be an added advantage.
