JOB SUMMARY
The Finance and Administration Manager is required to use their skills and experience to oversee the finance and administration functions of the Tanzania Country Program (CP). The Finance and Administration Manager serves on the Country Program leadership team and demonstrates a strong understanding of organizational mission, vision, values, policies, procedures, and strategic goals as well as trust and teamwork in all aspects of Water for People business.
ESSENTIAL JOB FUNCTIONS AND DUTIES
Financial Management
- Maintain the accounting system consistent with financial regulations, rules, policies, and procedures.
- Maintain timely and accurate financial statements in accordance with accounting principles and reports that are appropriate for users such as Headquarters and funding partners in accordance with contract agreements.
- Facilitate efficient communication and process navigation between the Tanzania CP, Regional office, and Headquarters.
- Prepare and submit monthly financial results and manage the cash flow including preparation of cash flow forecasts and wire transfer requests in accordance with policy.
- Implement the financial procedures manual and ensure compliance to accounting policies and procedures by all staff.
- Manage monthly payroll functions to ensure that employees are paid in a timely and accurate manner.
- Ensure that all statutory requirements of the organization are met including the filing of annual returns, submission of PAYE, NSSF, benefits remittances, and other relevant taxes.
- Prepare all supporting information for the annual external audit, internal audits, and donor-specific audits and liaise with the Regional Finance and Administration Manager, Headquarters, and the external auditors as necessary.
- Reconcile all bank and investment accounts.
- Provide guidance in the acquisition of capital assets and ensure that assets are properly recorded, memorized, and disposed of appropriately.
- Prepare the annual budget in consultation with the Country Director, the Program Manager and Regional Finance and Administration Manager.
- Assist the Country Director and the Program Manager with the preparation of budgets for funding applications while aligning with the Grant Management process and current year initiatives.
- Ensure all grant accounting and reporting is maintained within the financial system as per the Grant Management process and donor requirements.
- Maintain financial records for each project including in-country funded projects in a manner that facilitates the preparation of monthly management reports.
Administration
- Monitor policies and procedures to ensure that program and organizational risks are minimized.
- Ensure effective management of Water For People assets including the maintenance of an up-to-date fixed assets register and ensure that physical verification of the assets is undertaken at the end of every financial year.
- Ensure that the office premises and office infrastructure of Water For People are kept in the most appropriate conditions and provide an enabling environment for Water For People staff and associates.
- Manage the financial relationships with external parties and liaise with them on behalf of Water For People.
- Effectively handle banking relationships, including negotiation of exchange rates.
- Maintain and oversee financial accounting systems for cash management, accounts payable, accounts receivable, journal entries, and petty cash. Including but not limited to all accruals, prepaids, depreciation, and intercompany transactions as per finance policy and standards set by the organization.
- Oversee the documentation and maintenance of complete and accurate supporting information for all financial transactions.
- Oversee the bookkeeping function including maintenance of the general ledger accounts payable, accounts receivable, and payroll.
Procurement
- Develop and execute the annual procurement plan.
- Ensure the procurement process follows the organization’s procurement manual.
- Oversee and monitor controls that ensure transparency and the attainment of value for money in all procurements.
Human Resources Management
- Supervise the Talent and Administrative Officer and the Driver to ensure that they effectively carry out their duties.
- Develop and implement office administrative and personnel systems in accordance with Water For People’s rules and regulations.
- In coordination with the Talent and Admin Officer, manage the full employee cycle: recruitment, onboarding, development, retention and separation.
- In coordination with Talent and Admin Officer, maintain personnel files (including annual and sick leave records).
- Partner with the Global Talent team in developing and implementing global policies and procedures.
- Collaborate with the total rewards manager to ensure fairness and consistency in the compensation processes.
- Participate in the Global Talent team’s meetings and initiatives.
QUALIFICATIONS, KNOWLEDGE AND SKILLS REQUIRED
- Bachelor’s degree in commerce, finance/accounting required
- Certified/Chartered Accountant fully qualified in ACCA /CPA is essential.
- 5 years in a Managerial role in Accounting, Administration or Finance department is required.
- 5 years’ nonprofit accounting/finance experience required.
- Knowledge of accounting software, NetSuite preferred
- Understanding of the principles and practices of accounting, auditing, and financial reporting.
- Experience in complex multi -currency transactions is a plus.
- Able to meet tight deadlines; must be flexible to work additional hours periodically (equivalent time can be taken in lieu of these hours as agreed with the Country Director)
- Excellent interpersonal skills and demonstrated team leadership skills.
- Excellent written and verbal communication skills in English.
- Knowledge of International Financial Reporting Standards.
- Knowledge of Companies Act, Income tax act and labor laws of Tanzania.
- Expert proficiency in the use of computer programs for Accounting and Microsoft Office programs including Word, Excel, Power Point and Outlook.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
- Position is based in Dodoma Tanzania.
- Standard workweek of 40 hours.
- Normal office environment.
- Ability to travel to project sites in Tanzania and meet with partners, as necessary.
- Ability to work outside regular business hours when needed to meet with people located in other time zones.
