Job Vacancy: Health Promotion & Community Engagement (HPCE) Manager

Location: Liwale, Lindi (Tanzania)
Reporting to: Project Medical Referent
Status: Full-time (100%)
Main Purpose
Responsible for the development, implementation, and monitoring of the HPCE program in the MSF project. This includes strengthening community action and building the capacity of the HP team according to MSF principles, protocols, and standards.
Accountabilities
1. HPCE Strategy, Activities, and Monitoring

Strategy Design: Develop and regularly update the HPCE strategy, tools, monitoring systems, and budget planning.

Supervision: Support the HP supervisor in implementing workplans, tool creation, and training.

Engagement: Ensure participatory approaches and patient/community consultation are used during strategy implementation.

Technical Input: Support situation analysis (surveys, assessments, and feedback monitoring) and provide technical reporting.

Community Health: Supervise community-based surveillance (data collection, case finding, linkage to care) and organize community meetings.

Mapping: Maintain and share updated community/stakeholder mapping (including GIS) with the medical team.

Collaboration: Work regularly with other managers (SRH, MH, Social Work, WASH, Logistics, Admin).
2. Capacity Building and Supervision

Development: Create team development plans based on assessment and follow up with coaching and training.

Quality Control: Manage and supervise the quality of field activities using supervision checklists.

HR: Manage recruitment and evaluation processes for HP profiles in collaboration with the HR department.
3. Context-Specific Responsibilities

Strategic Activities: Implement planned activities such as ICCM, SV sensitization, and referral pathway strengthening.

MoH Liaison: Follow up on Community Health Worker (CHW) attendance and coordinate trainings and meetings with MoH counterparts.

Stakeholders: Lead collaboration with stakeholders for blood donations, Focus Group Discussions, and mothers’ clubs.

Feedback: Implement patient satisfaction surveys (PREM) and feedback mechanisms to improve quality of care.

Reporting: Collaborate with the medical data supervisor to analyze HP data and submit Sitreps and capitalization reports.
Requirements

Education: * Essential: Bachelor’s degree in Social Sciences, Behavioral Sciences, Public Health, or Nursing Diploma in Community Health.

Desirable: Master’s degree in any Social Science.

Experience: * Minimum 2 years experience managing health promotion programs.

Essential experience in qualitative methodology.

Essential experience in strategy design and monitoring.

MSF or international experience is a plus.

Knowledge: * Windows environment (Essential).

Desirable Tools: NVivo, Photoshop, KOBO Collect, OsMand, or QGIS.

Languages: English and Swahili (Essential).

Core Competencies: Strategic/analytical skills, people management, teamwork, and commitment to MSF principles.
