Project Background
The Africa Europe Digital Innovation Bridge – Phase 2 (AEDIB 2.0) is a regional initiative based in Tanzania, with sub-activities in Senegal, Uganda, and Tanzania.
Overall Objective
To strengthen digital transformation and the green transition in Africa through enhanced partnerships for digital entrepreneurship and innovation.
Specific Objectives
- SO1: Enhance digital entrepreneurship and innovation policies
- SO2: Strengthen Digital Innovation Ecosystems for Digital Transformation and Green Transition
- SO3: Improve access to finance for innovative ventures (including women-led) supporting Digital Transformation and Green Transition
As part of the Team Europe initiative implementing AEDIB 2.0, Enabel contributes to SO1 and SO2, with a strong focus on:
- Promoting women digital entrepreneurship
- Supporting an inclusive and circular digital economy
The Function
Reporting to the Project Manager, and working closely with thematic experts and project partners, the Gender Inclusive Digital Entrepreneurship National Expert will contribute to:
- Strengthening Women in Tech (WiT) communities at national and regional levels
- Enhancing women’s participation and voice in policy dialogue
This role supports:
- Output 1.1: Enhanced coordination, collaboration, and communication processes for ecosystem leaders in Africa and Europe
- Output 1.2: Enhanced capacities of policy-makers and ecosystem leaders to design, implement, and evaluate digital entrepreneurship and innovation policies
The expert will also support the institutionalisation of data collection on women entrepreneurship and digitalisation under:
- Output 1.3: Enhanced research and knowledge-sharing infrastructure based on open-source principles
Key Responsibilities
A. Implementation of Gender-Inclusive Digital Entrepreneurship Activities
- Identify Women in Tech communities in selected partner countries and assess potential partners
- Identify regional WiT networks and select strategic partners for a continental network
- Design and implement capacity-building programmes for selected WiT communities
- Develop and strengthen a continental Women in Tech network, including quality standards and guiding principles
- Ensure integration of all national WiT partners into the regional network
- Enhance WiT participation in policy dialogues and co-creation sessions (in collaboration with RVO, HAUS, and EstDev)
- Ensure a gender-inclusive approach across all Enabel-led project activities
B. Information Exchange and Collaboration
- Report regularly to the Project Manager and collaborate with other experts
- Contribute to coordination and information sharing with MPCA partners
- Co-create knowledge products with a focus on women’s digital entrepreneurship
The role requires active networking with European and Sub-Saharan African institutions and readiness to travel internationally when required.
Profile, Qualifications, and Experience
Eligibility
- Tanzanian national
Education
- Master’s degree in:
- Economics
- Business Administration
- Gender Studies
- Or a related social sciences field
Experience
- Minimum 5 years of professional experience in business development with a focus on women
- At least 3 years of experience supporting business development in the digital economy
Required Skills and Competencies
- Strong interpersonal, diplomatic, and partnership-building skills
- Proven experience in results-oriented project management
- Ability to work autonomously and manage multiple tasks under pressure
- Experience working in complex, multinational environments (asset)
- Knowledge of public procurement rules and administrative management processes
Languages
- Excellent command of English (written and spoken)
- French proficiency (any level) is an asset
