Project Overview

Reaching Impact, Saturation and Epidemic Control (RISE) Project is funded by the U.S. Department of State (DoS) to support malaria prevention, diagnosis, treatment, surveillance, and monitoring and evaluation across Mainland Tanzania and Zanzibar.

The project is implemented in close collaboration with:

  • National Malaria Control Programme (NMCP)
  • Zanzibar Malaria Elimination Programme (ZAMEP)
  • Regional Administration and Local Government (RALG)

RISE strengthens alignment with national malaria strategies, improves quality of service delivery, and enhances overall health system performance and resilience.


Implementation Context

The current implementation period (December 2025 – September 2026) requires intensive, time-bound, multi-region field execution, supported by:

  • Strong implementation management
  • Effective stakeholder coordination
  • Consistent follow-through at all levels

Position Title

Malaria Technical Officer (TO)
Program: RISE Tanzania Malaria Program
Job Type: Full-time


Position Summary

The Malaria Technical Officer provides field-level technical support for:

  • Malaria Case Management (MCM), including Malaria in Pregnancy (MiP)
  • Integrated Vector Management (IVM), including Insecticide-Treated Net (ITN) distribution

The role focuses on improving quality of malaria services, ensuring adherence to national guidelines, and promoting routine use of service delivery and surveillance data to improve performance at regional, council, facility, and community levels.


Reporting & Supervision

  • Direct Supervisor: Field Team Leader
  • Technical Oversight: Clinical Services Advisor
  • Overall Direction: Technical Director

The TO works closely with Regional and Council Health Management Teams to support planning, implementation, mentorship, and follow-up of malaria service delivery activities.


Key Responsibilities

  • Provide technical assistance to health facilities and councils on malaria case management and MiP
  • Support implementation of integrated vector management interventions, including ITN distribution
  • Mentor health workers to ensure compliance with national malaria guidelines
  • Strengthen use of routine service delivery and surveillance data for decision-making
  • Support planning, execution, and follow-up of malaria interventions at facility and community levels
  • Coordinate with regional and council teams to improve malaria service quality and performance

Required Qualifications & Competencies

  • Strong interpersonal, facilitation, and written communication skills in English
  • Fluency in Kiswahili is required
  • Willingness and ability to travel extensively (up to 60%) across project-supported regions, councils, and facilities
