PRACTICE AREA: MARKET SHAPING PRACTICE (MSP)

R4D’s Market Shaping Practice (MSP) partners with governments and market actors to expand access to affordable, high-quality essential health products and services. MSP focuses on sustainably transforming markets to improve access to and appropriate use of products such as:

  • Reproductive, Maternal, Newborn, and Child Health (RMNCH) products
  • Nutrition supplements
  • Safe blood
  • Assistive technologies

MSP achieves impact by aligning incentives and priorities across policymakers, procurers, manufacturers, financiers, and other market actors at global and country levels to deliver solutions at scale, particularly in underserved markets.


POSITION DETAILS

  • Position Title: Associate Program Director
  • Practice/Department: Market Shaping Practice (MSP)
  • Reports To: Tanzania Country Director
  • Term: Two (2) years
  • Location: Dar es Salaam, Tanzania
  • Work Arrangement: Hybrid (combination of remote and in-office work), with domestic and/or international travel as required

This position is contingent upon award.


POSITION SUMMARY

The Associate Program Director provides strategic, technical, and operational leadership to large and complex programs aimed at expanding access to essential health products in Tanzania. Working closely with senior leadership, this role oversees program design and implementation, manages teams and budgets, engages key stakeholders and donors, and supports business development to ensure long-term program sustainability and alignment with R4D’s strategic objectives.


KEY RESPONSIBILITIES

1. Partner and Stakeholder Engagement

  • Actively contribute as a core member of R4D by participating in organizational initiatives and projects as required
  • Cultivate and manage high-level relationships with donors, partners, and stakeholders at global, regional, and national levels
  • Engage senior government and institutional partners in Tanzania, including but not limited to:
    • Ministry of Health (MoH)
    • Medical Stores Department (MSD)
    • Pharmacy Council
    • Tanzania Medicines and Medical Devices Authority (TMDA)
  • Represent Tanzania MSP portfolio activities—particularly RMNCH initiatives—internally and externally
  • Serve as an R4D and MSP spokesperson at virtual and in-person events and forums
  • Oversee the development of thought leadership outputs (e.g., articles, blogs, conference presentations) to enhance visibility and influence among key funders and stakeholders

2. Technical and Thought Leadership

  • Lead the design and execution of current and anticipated programs, with a focus on RMNCH and market shaping initiatives
  • Structure complex analytical problems and guide the development of high-quality qualitative and quantitative analyses
  • Coach team members on analytics, presentation skills, and influencing decision-makers
  • Identify new technical opportunities and synergies across projects, geographies, and R4D practice areas
  • Translate analytical insights into actionable recommendations and high-quality deliverables for governments, donors, and partners
  • Identify and lead innovative approaches to expand R4D’s work in Tanzania and across MSP

3. Program, Team, and Financial Management

  • Provide day-to-day leadership of program implementation, ensuring effective delivery of all workstreams
  • Develop and oversee project work plans, proactively managing risks and challenges
  • Manage project budgets, update forecasts, and contribute to financial reporting and proposal development
  • Supervise and mentor a small team of MSP staff in Tanzania, supporting professional development and performance
  • Lead recruitment for new roles as required
  • Foster a positive, collaborative, and high-performing team culture
  • Serve as a member of the MSP Leadership Team

4. Entrepreneurship and Business Development

  • Lead the development of thought leadership products to strengthen R4D’s credibility and visibility in Tanzania and globally
  • Build and maintain relationships with potential funders and partners, including government counterparts
  • Identify priority government needs and translate them into future program opportunities
  • Collaborate across R4D practice areas to support program development and organizational growth
  • Ensure alignment of programs with R4D and MSP strategies
  • Apply an entrepreneurial mindset to expand R4D’s impact through innovation, partnerships, and new initiatives

QUALIFICATIONS AND EXPERIENCE

  • Minimum 9 years of relevant professional experience, including 5+ years in a leadership role
  • Master’s or advanced degree in International Development, Public Health, or a related field preferred
  • Strong preference for experience in:
    • Market analysis
    • Product introduction and scale-up strategies
    • Expanding access to healthcare in low- and middle-income countries
  • Prior experience in RMNCH strongly preferred
  • Demonstrated success managing complex, multi-stakeholder projects exceeding USD 1 million
  • Strong financial management skills, including budgeting and donor reporting
  • Proven ability to lead high-quality analytical work from concept to implementation
  • Excellent written and verbal communication skills, including presentation development and delivery
  • Experience managing teams across multiple workstreams
  • Ability to work strategically in fast-paced, ambiguous, and multicultural environments
  • Strong track record of partnership-building and advocacy
  • Significant experience working in Tanzania strongly preferred
  • Fluency in Kiswahili is an advantage
