Background

The Africa–Europe Digital Innovation Bridge Phase II (AEDIB 2.0) is a regional initiative based in Tanzania, with sub-activities in Senegal and Uganda. The overall objective of AEDIB 2.0 is to strengthen digital transformation and green transition in Africa through enhanced partnerships for digital entrepreneurship and innovation.

The project’s specific objectives are:

  • SO1: Enhance digital entrepreneurship and innovation policies
  • SO2: Strengthen digital innovation ecosystems for digital transformation and green transition
  • SO3: Improve access to finance for innovative ventures, including women-led enterprises

As part of the Team Europe approach, Enabel contributes to SO1 and SO2, with a particular focus on promoting women’s digital entrepreneurship and supporting an inclusive and circular digital economy.


The Role

Reporting to the Project Manager and working closely with thematic experts and project partners, the Innovation Support Organisations (ISO) Expert will strengthen the capacities of ISOs in Senegal, Tanzania, and Uganda, with particular attention to secondary and tertiary cities under SO2 – Strengthening Digital Innovation Ecosystems.

The role also involves supporting collaboration with ISOs to identify partnerships eligible for support through the Entrepreneurship Mobility Activity and the Joint Innovation Facility.


Key Responsibilities

A. Implementation of ISO Capacity Building Activities

  • Identify Innovation Support Organisations in selected partner countries and select relevant ISOs based on quality assessments and organizational evaluations.
  • Design capacity-building programmes addressing institutional, business, and technical capacities, based on comprehensive needs assessments, with a strong emphasis on green technology specialization.
  • Implement capacity-building programmes in collaboration with established hubs through direct grants or calls for proposals.
  • Identify synergies with entrepreneurship mobility and Joint Innovation Facility activities and provide relevant capacity support.
  • Collaborate with the Gender-Inclusive Digital Entrepreneurship Expert to integrate gender considerations into all capacity-building activities.
  • Organize cross-country knowledge exchange and networking activities among ISOs using hybrid or virtual formats.
  • Provide direct technical expertise through in-country backstopping missions, including regular travel for partnership development and sourcing.

B. Green Specialisation Programme Support

  • Support the preparation of grant proposals for selected hubs to strengthen green technology specialization in Tanzania and Uganda.
  • Closely monitor grant implementation through regular meetings, technical support, and alignment activities.
  • Ensure coherence and alignment with other implementing partners’ green specialization initiatives.
  • Strengthen the regional dimension by promoting regional value chains, including refurbished equipment ecosystems.

C. Information Exchange and Collaboration

  • Report regularly and share information with Project Managers and other project experts.
  • Contribute to information exchange within the Multi-Partner Contribution Agreement (MPCA) framework.
  • Co-create knowledge products with a focus on Innovation Support Organisations operating in secondary cities and less mature ecosystems.

Profile and Required Qualifications

  • Tanzanian national
  • Master’s degree in Economics, Business Administration, Management, or a related field
  • At least 5 years of relevant hands-on experience establishing or managing innovation or business support facilities
  • Minimum of 3 years’ experience in business development or support within the digital economy
  • Strong understanding of digital entrepreneurial ecosystems

Required Skills and Competencies

  • Excellent interpersonal, diplomatic, and partnership-building skills
  • Ability to work autonomously, manage multiple tasks simultaneously, and meet deadlines under pressure
  • Familiarity with public procurement rules, regulations, and administrative management processes
  • Experience working with Innovation Support Organisations in less mature ecosystems is an advantage
  • Experience working in complex, multinational environments is an added asset

Language Requirements

  • Very good command of English (written and spoken)
  • Knowledge of French at any level is an advantage
