NATIONAL UN VOLUNTEER – CHILD PROTECTION SPECIALIST


Mission and Objectives

For more than 70 years, UNICEF has worked in 190 countries and territories to promote the survival, protection, and development of children. As the world’s largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, water and sanitation, quality basic education for all children, and protection from violence, exploitation, and HIV/AIDS. UNICEF is funded entirely through voluntary contributions from individuals, businesses, foundations, and governments.


Context

The UNICEF Tanzania Programme focuses on monitoring emerging trends and their impact on children and national development, using evidence and successful pilot initiatives to scale up investments and expand access to quality services. The programme also emphasizes strengthening children’s and communities’ engagement in their own development.

In Tanzania, UNICEF supports programmes in:

  • Health and Nutrition
  • HIV/AIDS
  • Education
  • Child Protection
  • Water, Sanitation and Hygiene (WASH)

Cross-cutting priorities include social policy, budgeting and financing, gender equality, behaviour change communication, and partnerships.

The assignment will be based within the Child Protection Section of UNICEF Tanzania. Since 2009, UNICEF has supported the Government of Tanzania to strengthen social welfare and justice services and to develop a comprehensive national child protection system. The programme places particular emphasis on:

  • Reforming Alternative Care systems, transitioning from institutional care to family-based care;
  • Supporting implementation of the Second National Plan of Action to End Violence Against Women and Children (NPA-VAWC II) 2024/2025 – 2028/2029;
  • Strengthening national systems to prevent and respond to violence and harmful practices against children.

The overall objective is to ensure that all children are effectively protected through a strong, responsive, and inclusive national child protection system.


Assignment Title

National UN Volunteer – Child Protection Specialist


Reporting Line

The Child Protection Specialist will report to the Child Protection Specialist (UNICEF) based in Dodoma.


Task Description

The National UN Volunteer Child Protection Specialist will lead and support a range of technical and administrative programme activities related to planning, implementation, monitoring, evaluation, and reporting of child protection interventions.


Key Functions and Accountabilities

1. Alternative Care and Care Reform

  • Provide technical support to the Government in the development and implementation of the Alternative Care Programme, with a strong focus on promoting family-based alternative care and deinstitutionalization of children.
  • Promote and integrate the specific needs of children with disabilities within alternative care reform processes.

2. Social Welfare Workforce Strengthening

  • Support initiatives to strengthen the social welfare workforce, including capacity building for Social Welfare Officers.
  • Contribute to the implementation and monitoring of the Social Welfare Roadmap.

3. Disability Inclusion and Cross-Sectoral Collaboration

  • Support cross-sectoral efforts to promote inclusion of children with disabilities across child protection and related social sectors.

4. Child Protection Systems Strengthening

  • Support child protection system strengthening and care reform in UNICEF focus regions.
  • Assist national and local governments with:
    • Budgeting and planning processes;
    • Management of funding requests;
    • Government reporting;
    • Field monitoring visits;
    • Monitoring utilization of programme funds.

UN Volunteer Responsibilities

In addition to technical duties, UN Volunteers are expected to:

  • Strengthen their understanding of volunteerism by engaging with UNV and external publications and participating in UNV-related activities (e.g. International Volunteer Day).
  • Build on and promote traditional and local forms of volunteerism within the host country.
  • Reflect on the quality and impact of their voluntary service, including participation in structured reflection activities.
  • Contribute articles, stories, or write-ups based on field experiences for UNV publications, websites, newsletters, or press releases.
  • Support the UNV Buddy Programme for newly arrived UN Volunteers.
  • Promote and encourage the use of UNV Online Volunteering services among local individuals, groups, and organizations whenever feasible.
