Background
Global Programs (GP) Tanzania is an affiliate of the University of California, San Francisco (UCSF). GP provides strategic information (SI) technical assistance for HIV and TB programs through the PEPFAR-funded Alliance for Country-led Control of the HIV Epidemic by Leveraging Efficient Resource Allocation (ACCELEPATE).
GP works closely with the Ministry of Health (MoH), NASHCoP, ZIHTLP, PEPFAR, CDC, and other local and international partners to strengthen surveillance, monitoring and evaluation, health information systems, data quality, data use, and applied public health research in Tanzania.
To support this work, Global Programs is recruiting a qualified professional to serve as a Health Information Systems (HIS) Director.
Position Overview
The HIS Director will provide overall leadership and coordination of all UCSF-supported Health Information Systems activities in Tanzania. The role involves managing a multidisciplinary informatics team, overseeing national HIV and laboratory information systems, supporting system integration and interoperability, and leading capacity-building and sustainability efforts aligned with Government of Tanzania (GoT) priorities.
This is a full-time position with an initial contract through 31 March 2026, with the possibility of extension subject to funding availability.
Key Duties and Responsibilities
Strategic Leadership and Coordination
- Lead and coordinate all UCSF-Global Programs-supported HIS and informatics activities in Tanzania.
- Ensure clear definition, execution, and timely delivery of project deliverables.
- Provide strategic oversight to national HIV and laboratory information systems, including CTC2, CTC3, eSRS, and ZanLIS.
Team Management
- Manage and mentor a multidisciplinary team of approximately 15 HIS Developers, Data Analysts, and Officers.
- Guide technical execution of HIS projects while ensuring adherence to UCSF quality standards.
System Sustainability and Transition
- Lead the transition of UCSF-supported HIS systems to the Government of Tanzania.
- Ensure sustainability through documentation, knowledge transfer, capacity building, and alignment with national strategies.
Stakeholder Engagement
- Build and maintain strong working relationships with key stakeholders, including:
- Ministry of Health (MoH)
- CDC
- University Computing Centre (UCC – University of Dar es Salaam)
- Implementing partners, district leadership, and health facilities
- Communicate regularly with donors and the UCSF Program Manager regarding progress, risks, and challenges.
Technical Oversight and Collaboration
- Oversee sub-contracts and consultancies related to HIS activities.
- Collaborate with data quality teams to design and implement informatics solutions.
- Support national stakeholders in identifying and prioritizing digital health investments.
- Contribute to the development, implementation, and enforcement of HIS policies and governance frameworks.
- Engage with the UCSF PEPFAR Africa informatics network and UCSF headquarters technical advisors.
Travel
- Periodic in-country travel (up to 15%) may be required.
Minimum Qualifications and Experience
- Master’s degree in Public Health, Computer Science, Data Science, Computer Engineering, Information Systems Management, or a related field.
- At least 5 years’ experience applying informatics concepts and tools in public health settings.
- Demonstrated experience managing HIS or digital health projects (Project Management certification preferred).
- Strong familiarity with Tanzania’s HIV and PEPFAR reporting systems, including:
- CTC2 / CTC3
- DHIS2
- eSRS
- ZanLIS
- DATIM
- Proven experience working at managerial or coordination level with MoH and related institutions.
- Experience with open-source health information systems, data analysis, visualization, and reporting tools.
- Strong leadership, analytical, problem-solving, and decision-making skills.
- Excellent communication and stakeholder engagement abilities.
- Ability to work effectively in multicultural and international team environments.
- Fluency in English and Kiswahili is required.

- Flexibility to work extended hours when required to coordinate with international teams.
