Job Description
The Senior Programme Manager (SPM) serves as the Head of the Zanzibar Field Office and is responsible for the overall leadership, direction, and coordination of Save the Children’s programmes and operations in Zanzibar.
The role ensures effective implementation of projects in alignment with approved work plans and budgets, while overseeing day-to-day programme management. Working closely with the Director of Programme Operations, the Senior Programme Manager provides leadership in supervising programme staff, managing operational risks, and coordinating technical support from Programme Development and Quality (PDQ), Supply Chain, and Finance teams to ensure high-quality project delivery.
As the senior representative of Save the Children in Zanzibar, the Senior Programme Manager leads strategic engagement with government authorities, communities, donors, UN agencies, and other key stakeholders. The role champions Save the Children’s mission and priorities, advocating for impactful, sustainable solutions that improve outcomes for children in Zanzibar.
The position provides direct line management to the Zanzibar team and ensures the efficient, accountable use of resources. The Senior Programme Manager fosters a culture of high performance, learning, accountability, and innovation, while contributing to national-level strategy and decision-making. The role is fully accountable for all aspects of Save the Children’s presence, programmes, and operations in Zanzibar.
Key Responsibilities
- Provide overall leadership and management of Save the Children’s Zanzibar Field Office.
- Ensure programme work plans and budgets are aligned with operational priorities and implemented effectively.
- Lead supervision, performance management, and capacity building of programme staff.
- Identify, monitor, and mitigate operational and programmatic risks.
- Coordinate technical and operational support from PDQ, Supply Chain, and Finance teams.
- Build and maintain strong partnerships with government institutions, donors, UN agencies, communities, and civil society organizations.
- Represent Save the Children in Zanzibar at strategic forums and coordination platforms.
- Ensure accountability, compliance, and efficient use of organizational resources.
- Promote a culture of learning, innovation, safeguarding, and accountability.
- Contribute to national strategy development and organizational decision-making.
