Technical Program Manager – Livelihoods and Resilience

Key Responsibilities
1. Technical Leadership for Program Quality and Program Management (25%)
Program Implementation and Integration
- Contribute to overall WVT strategy; ensure livelihood priorities are adequately and accurately reflected in the national strategy
- Develop livelihood and economic technical programs, ensuring alignment with WVT strategy and regional and global sectoral priorities and cross-sectoral considerations
- Develop systems and processes to support consistent approaches across WVT programs
- Ensure ongoing improvements to livelihood technical program design to ensure it remains relevant to context and incorporates innovation by receiving and analyzing field-level information
- Develop and/or contextualize models, methodologies, and tools for livelihood programming implementation
- Promote integration of resilience and livelihood programs with other technical programs to optimize impact for child wellbeing
Quality Assurance
- Review livelihood-related reports and Area Program plans for quality assurance
- Regular monitoring, supervision, and evaluation of livelihood and economic interventions to ensure quality implementation, including technical backstopping, reflection, and lessons learned events
- Ensure Area Program designs are aligned to technical programs and implementations meet minimum standards
- Participate with the DME team in designing, redesigning, and elaborating logframes for livelihood and resource development
- Ensure standardization of livelihood indicators and project models across projects
Expected End Results:
- WVT livelihoods technical programs are aligned with regional and global sectoral methodologies and tools, representing the best strategies to address Tanzania contexts
- Quality assurance of livelihood programming in National Office ensures that models and projects are implemented with fidelity
- Field staff involved in livelihood programming are supported to understand sectoral technical approaches and minimum standards, and provided with practical guidance to achieve high standards of programming
2. Resource Mobilization and Proposal Development (30%)
- Preposition WVT for grants in livelihoods and all related technical sectors, working with the national Resource Development team
- Map donors in livelihood sector; understand donor expectations, technical priorities, and key strategic approaches
- Track multilateral, bilateral, and local funding programs to access resources
- Prepare concept papers and proposals for grant acquisition
- Prepare detailed livelihoods sector capacity statements for WVT
- Ensure that all aspects of project development, funding applications, and proposals are accurate and professionally prepared
Expected End Results:
- Increased relevant grant opportunities identified for WVT and included in the grant pipeline
- Number of successful proposals submitted
- Amount of funds mobilized
3. Support to Livelihood and Resource Development Staff and Partners (20%)
Capacity Development
- Assess National Office livelihood staff capacities/competencies
- Prepare manuals and guidelines for staff and community training in livelihood
- Facilitate capacity building of staff on livelihood and technical modules through trainings, workshops, and technical backstopping
- Conduct trainings at ToF/ToT level in selected livelihood project models
- Assist in capacity building of local government, CBOs, CPGs, Church/FBOs, and other community groups
Team Performance Management
- Provide leadership, support, and technical guidance to field staff in implementation of livelihoods programs
- Technically supervise Grant Managers and Area Program livelihood technical staff
- Conduct field visits to provide onsite support
- Participate in recruitment and hiring of livelihood technical staff, together with People & Culture
- Supervise livelihood and technical team staff
Expected End Results:
- National Office capacity in the livelihood sector is improved in an incremental and progressive manner to meet internal standards and external expectations
- Livelihood staff are managed effectively to produce high-quality programming
- Livelihood staff are managed ethically according to WVI standards
4. Learning, Evidence Base Development, Dissemination, and Knowledge Management (10%)
- Identify and implement opportunities for research to enhance learning and build the evidence base/generate evidence, ideally with academic partners
- Spearhead research, documentation, and reflection exercises for learning in collaboration with other sectors
- Collect, document, and disseminate field best practices, case studies, and success stories
- Develop conference abstracts and/or publications based on learnings and best practices
5. External Engagement (15%)
Advocacy
- Incorporate local-to-national livelihood advocacy and campaigning in livelihood technical programs
- Accompany advocacy and Senior Leadership Team members to high-level meetings
- Provide technical input into policy briefings/ensure quality of advocacy product content
- Obtain evidence from livelihood programs and data from CVA to inform policy at sub-national and national levels and to be used in government relations
Networking and Partnership
- Represent WVT at external workshops, technical forums, etc., engaging with Ministry of Agriculture and other relevant ministries, donors, and other livelihood and resource development partners
- Ensure WVT is visible and recognized as a prominent actor at all levels
- Network with Ministry of Agriculture, contribute to Tanzania government strategy or national plans and strategies
- Develop strategic partnerships with intentional engagement with private sector/corporates
Expected End Results:
- WVT influence on the livelihood agenda with external partners, donors, academia, and civil society organizations is strengthened in Tanzania
- Number of technical papers and success stories shared on different platforms
6. Core Values and Stewardship
- Provide spiritual support to staff of the Division and reinforce core values to enable understanding of World Vision operations and culture
- Manage WVT material and financial resources to ensure stewardship and accountability in Program Quality and Strategy Division
Required Qualifications
Professional Experience
Minimum Requirements:
- 10+ years of demonstrated experience in livelihoods and resilience programming and quality assurance within the NGO sector
- Proven ability to implement a range of resilience and livelihood models with strong technical depth
- Evidence of successful resource mobilization, particularly within the livelihoods and resilience thematic areas
- Strong understanding and practical application of integrated development approaches and GEDSI (Gender Equality, Disability, and Social Inclusion)
- Experience engaging in evidence-based advocacy at both local and national levels
Desirable:
- Experience providing technical leadership or support to livelihoods and resilience programs in rural and urban settings
- Demonstrated experience in women’s and youth economic empowerment, including life skills development
- Experience leading and managing a professional technical team
Education
Required:
- Bachelor’s degree in Agricultural Sciences, Environmental Science, Development Studies, Economics, or any related discipline from a recognized institution
Preferred:
- Master’s degree in Agricultural Science, Environmental Science, Development Studies, Economics, or any related discipline from a recognized institution
Preferred Knowledge and Skills
- Excellent reporting and analytical skills
- Excellent interpersonal, organizational, and time management skills
- Excellent written and oral communication skills, especially the ability to write succinctly and clearly for professional and public audiences
- Ability to create and deliver effective and polished public presentations
- Excellent interpersonal skills and ability to handle challenging situations with tact and sensitivity
- Ability to analyze quantitative and qualitative information and prepare and present results orally and in writing
- Ability to independently prioritize assignments, manage multiple simultaneous projects, ask for assistance when needed, and provide regular progress updates to collaborators, supervisors, and colleagues
- Strong knowledge and skills in conducting and developing workshops and/or training materials will be an asset
Travel and Work Environment
- Work Environment: Office-based with frequent travel to the field
- Travel: 10% domestic/international travel required
- On Call: 5%
