Core Objective To bridge the gap between income and housing by helping families use climate-smart agriculture and business profits to improve their homes.

Key Responsibilities

The role is divided into five strategic pillars, focusing on the “Housing-as-a-Platform” approach:

1. Program Design & Strategic Integration (25%)

  • Create “Livelihood-to-Housing” roadmaps where profits from farming are reinvested into home improvements.

  • Integrate green building priorities and renewable energy (solar lighting/clean cooking) into household plans.

2. Technical Implementation (30%)

  • Smart Agriculture: Establish solar-powered irrigation, Farmer Field Schools, and kitchen gardens.

  • Infrastructure: Oversee the construction of hygienic market sheds and water harvesting systems.

  • Nutrition: Ensure households have diversified food sources and income.

3. Capacity Building & Empowerment (20%)

  • Train project participants on Climate-Smart Agriculture (CSA), financial literacy, and business management.

  • Liaise with Local Government Authorities (LGAs) and private sector partners.

  • Support Village Saving and Loan Associations (VSLAs) to prioritize housing repairs.

4. Monitoring & Learning (20%)

  • Track KPIs: % increase in income, reduction in crop loss, and % of income spent on housing.

  • Collect “Impact Stories” and ensure interventions meet national government standards.

5. Advocacy & Compliance (5%)

  • Represent HFHT in regional climate change working groups.

  • Ensure all activities align with Tanzania Vision 2050 and the Sustainable Development Goals (SDGs).


Candidate Requirements

Education & Experience

  • Degree: Bachelor’s in Agricultural Economics, Agronomy, Horticulture, Environmental Science, or related (Master’s preferred).

  • Experience: Minimum 5 years managing climate-smart livelihoods or value-chain programs with INGOs in Tanzania.

  • Donor Knowledge: Familiarity with USAID, BMZ, or EU funded projects is highly desirable.

Technical Skills

  • Expertise in solar drip irrigation and climate adaptation strategies.

  • Proficiency in mobile data tools (KoboCollect, ODK).

  • Strong command of English and Swahili (written and spoken).

  • Knowledge of Tanzania’s land, agriculture, and climate policies.

  • Collaboration: Proven ability to work with LGAs and smallholder farmers.
