1. Public Sector Strengthening (PSS) Cluster Coordinator

Location: Dar es Salaam

Reports to: PSS Lead

Job Summary

The PSS Coordinator coordinates and supports PSS activities across assigned councils and facilities. The role focuses on monitoring day-to-day operations, ensuring effective implementation of PSS interventions, and strengthening service delivery. The coordinator oversees operational functions, including the management of costed workplans to ensure alignment with donor requirements and MSI clinical quality standards.

Key Responsibilities

  • Activity Coordination: Plan and coordinate SRH activities in MSI-supported councils and facilities while cultivating partnerships with stakeholders like local authorities and the MOHCDGEC.

  • Supervision & Training: Coordinate supportive supervision with Health Management Teams (RHMT/CHMT) and oversee PSS training activities and provider follow-ups.

  • Clinical Quality: Work with Clinical Quality Coordinators to support demand-generation and address gaps identified in audits and competency assessments.

  • Data & Performance: Collaborate with the RHME team on data activities (spot-checks, DQAs) and use monthly performance data to drive improvements in FP and CPAC services.

  • Supply Chain: Support facilities to maintain uninterrupted FP commodity availability by working with Council Pharmacists and strengthening Medicine Therapeutic Committees.

  • Donor Compliance: Ensure timely execution of costed workplans and support the preparation of quarterly, semi-annual, and annual donor reports.

Requirements

  • Education: Bachelor’s degree in medical sciences with experience in family planning projects management.

  • Registration: Up-to-date registration certificate/license with the appropriate regulatory body.

  • Experience: At least 3 years working with donor-funded projects and 3 years of field-level coordination.

  • Skills: Fluency in English and Kiswahili, IT literacy, and strong administrative skills.

  • Travel: Willingness to travel extensively (75%).


2. Assistant Clinical Quality Coordinator (2 Positions)

Locations: Mwanza and Makambako

Reports to: Quality Assurance Supervisor

Job Summary

The Assistant Clinical Quality Coordinator (ACQC) oversees and coordinates clinical quality standards in assigned Outreach teams. Key duties include monitoring provider competency, conducting Quality Internal Audits (CQIA), and ensuring overall clinical governance aligns with MSI standards to meet project objectives.

Key Responsibilities

  • Standard Compliance: Ensure Outreach services comply with MSI and MOH standards, specifically regarding FP integration, counseling, and infection prevention.

  • Action Planning: Implement action plans from audits and supportive supervision to ensure teams act on agreed resolutions timely.

  • Clinical Governance: Support adherence to principles such as managing medical emergencies (MEM), incident reporting, and pregnancy exclusion checklists.

  • Field Support: Conduct regular field visits and review clinical records to identify areas for technical support and improvement.

  • Capacity Building: Assist in the rollout of in-service coaching and mentorship for facility healthcare providers.

  • Monitoring: Work with Outreach providers on incident management and monitor risk mitigation scores.

Requirements

  • Education: Medical degree from a recognized Institution.

  • Clinical Skills: Clinical experience in providing family planning (MSI Competency Level 1 at long & short-acting methods).

  • Experience: At least two years of active service delivery in client care settings, including counseling and LARC/Permanent Methods.

  • Tech Skills: Computer Literacy, especially MS Excel, Word, and PowerPoint.

  • Travel: Willingness to travel extensively (75%).


3. Senior Center Manager

Location: Dar es Salaam

Reports to: Director of Operations

Job Summary

The Senior Center Manager is a key member of the management team responsible for developing, monitoring, and supporting the growth of the MSI Tanzania clinic network. The goal is to develop a sustainable social business while maintaining high clinical and data quality standards.

Key Responsibilities

  • Performance Leadership: Provide day-to-day leadership to Center Managers to ensure target achievement and operational consistency across the network.

  • Business Growth: Ensure Center Managers develop demand-generation plans and lead problem-solving for underperforming centers through root-cause analysis.

  • Sustainability: Drive financial growth by diversifying service offerings and optimizing resource utilization.

  • Quality & Compliance: Ensure consistent implementation of MSI protocols, safeguarding, and MoH requirements across all centers.

  • Financial Oversight: Approve supply requests and authorize payments in line with financial policies; oversee monthly expense planning.

  • Stock & Logistics: Ensure robust stock management (no stock-outs, minimal expiries) and coordinate the maintenance of equipment and IT workstations.

  • People Management: Line manage Center Managers, set KPIs, conduct performance appraisals, and support succession planning.

Requirements

  • Education: University Degree in Health-related Sciences, Social Business Development, Social Science, or International Development (MBA is an advantage).

  • Experience: Minimum of 5 years in a management position, preferably in health systems, hospital management, or social marketing.

  • Leadership: Proven track record of at least 5 years in a senior management position managing multi-tiered structures.

  • Skills: Strong negotiation, conflict management, and entrepreneurship skills.
