The Rubeho Mountains Carbon Project is our flagship initiative focusing on native forest restoration and community-led conservation.
Position Summary
The Stakeholder Engagement Manager leads social safeguard processes and project set-up. This role acts as the bridge between local community priorities, national policies, and global carbon standards. You will be responsible for securing land rights, upholding Free, Prior, and Informed Consent (FPIC), and establishing governance systems for long-term sustainability.
Essential Responsibilities
1. Foundational Planning & Land Tenure

Lead development of Land Use Plans (LUPs) and Forest Management Plans (FMPs).

Oversee land registration, due diligence, and boundary mapping.

Ensure all land/resource rights documentation aligns with international carbon standards.

Support the establishment of landowners’ associations.
2. Stakeholder Engagement & FPIC

Serve as the primary liaison with government bodies (PO-RALG, District Authorities, VPO, NCMC, and TFS).

Design and execute the FPIC rollout strategy and “Carbon 101” awareness programs.

Facilitate community validation of project frameworks (Theory of Change, baselines, and monitoring).
3. Community Governance & Benefit Sharing

Establish and strengthen village governance and Natural Resource/Carbon Committees.

Formulate Grievance Redress Mechanisms and Financial/Benefit Sharing committees.

Lead the contracting of benefit-sharing and rights-transfer agreements.
4. Documentation & Team Leadership

Maintain meticulous records of FPIC, tenure, and governance for project validation.

Supervise the Community Engagement team and Carbon Champions.

Oversee early implementation of reforestation and protection initiatives.
Candidate Profile
Education & Experience
-
Education: Bachelor’s degree in Natural Resource Management, Community Development, or Social Sciences (Master’s preferred).

Experience: Minimum 5 years in stakeholder engagement or rural community development.

Track Record: Proven success leading participatory processes (FPIC) and working with Tanzanian government agencies.
Skills & Abilities

Communication: Fluent in English and Kiswahili; knowledge of local Rubeho area languages is a major asset.

Technical: Familiarity with social safeguards, gender inclusion, and basic carbon project principles.

Project Management: Strong organizational skills with attention to detail in documentation.

Technology: Proficiency in MS Office; experience with GIS/mapping tools is a plus.
Working Conditions

Environment: A mix of office work and significant fieldwork in rural, rugged terrain.

Physical: Must be fit enough to walk long distances and carry equipment (10-20 kg) in varied weather.

Travel: Frequent domestic travel to project sites with occasional overnight stays.
