Consultancy Overview: Solid Waste Management Policy

  • Organization: UN-Habitat (Urban Basic Services Section)

  • Duration: 12 Months

  • Final Output: An improved national solid waste management policy brief.


Deliverables & Timeline (2026 – 2027)

The consultancy is divided into three main pillars: Stakeholder Analysis, National Roundtables, and Policy Development.

Pillar 1: Stakeholder Analysis

  • March 31, 2026: Submit the first draft of the stakeholder analysis report (identifying roles, gaps, and past interventions).

  • April 30, 2026: Finalize the analysis report after incorporating feedback from stakeholders and the first roundtable.

Pillar 2: National Roundtables (3 Events)

  • Roundtable 1 (April 30, 2026): Discuss the analysis report and define the scope of the policy brief.

  • Roundtable 2 (September 30, 2026): Review the first draft of the policy brief through working groups.

  • Roundtable 3 (February 28, 2027): Discuss localization, dissemination, and final implementation.

Pillar 3: Policy Brief Development

  • August 21, 2026: Formulate and circulate the first draft of the policy brief.

  • January 31, 2027: Finalize the advanced policy brief after incorporating all bilateral and roundtable feedback.


Who Should Apply? (Requirements)

Education & Experience

  • Degree: Advanced university degree (Master’s or higher) in Environmental Management, Policy, or Economics.

    • Note: A Bachelor’s degree with 7 years of experience is also accepted.

  • Years of Experience: Minimum of 5 years in:

    • Solid Waste Management / Natural Resources.

    • Event organization and high-level facilitation.

  • Language: Fluency in English and Kiswahili is mandatory.

Required Skills

  • Soft Skills: Critical analytical thinking and excellent communication.

  • Technical Skills: Proficiency in MS Office (Word, Excel, PowerPoint).

  • Advantage: Experience working with the United Nations or international development agencies.


Key Project Objectives

The Dar Safi project uses a three-tier approach to stop plastic from reaching the ocean:

  1. Policy: Strengthening national regulatory systems.

  2. Capacity Building: Action planning at the city level.

  3. Infrastructure: Demonstrating sorting/collection systems at the ward level.
