Core Banking Specialist

ICT – Dar es Salaam (Ilala)


Job Purpose

To manage the development, configuration, and functional support of the Core Banking System (CBS) in line with the Bank’s Service Level Agreements (SLAs). The role ensures seamless integration with related applications while supporting business analysis, requirements gathering, system testing, report development, and end-user training to enable efficient banking operations.


Key Responsibilities

1. Core Banking Support & System Administration

  • Support the Banking Systems Operations Lead in delivering Core Banking System (CBS) projects, enhancements, and system changes.
  • Provide functional and technical support for the CBS and all integrated interfaces.
  • Research, recommend, and where feasible implement innovative and automated solutions to enhance system administration efficiency.
  • Identify and implement system improvement initiatives that optimize resources and deliver economies of scale.
  • Create, amend, disable, and delete CBS user accounts in line with approved procedures.
  • Define, document, and maintain CBS best practices and support procedures.
  • Identify, analyze, and resolve system issues, coordinating with vendors and third parties in line with SLAs.
  • Investigate user-reported issues, perform root cause analysis, test solutions, and implement fixes.
  • Implement and upgrade CBS applications, providing second-line support for Production, Disaster Recovery (DR), and test environments.
  • Ensure CBS applications, tools, and data are fully available at the Disaster Recovery site.
  • Execute and supervise Business Continuity processes for CBS, ensuring system availability and adequate in-house support resources.
  • Facilitate knowledge transfer to designated ICT team members for critical CBS functions in line with Business Continuity Plan (BCP) requirements.
  • Install enhancements and system updates to optimize CBS performance and availability.
  • Monitor CBS systems daily and respond promptly to security, performance, or usability concerns.
  • Resolve service desk tickets within agreed SLAs and maintain accurate system status reports.
  • Manage stakeholder communications regarding CBS issues, changes, and performance.
  • Provide guidance and technical support to staff on CBS-related matters.
  • Handle and implement approved CBS customization requests.
  • Validate vendor fixes and patches prior to deployment into Production environments.
  • Work closely with vendors to troubleshoot escalated incidents, including providing 24/7 support when required.
  • Perform any other duties as assigned by management.

2. Risk Management

  • Develop, review, and maintain risk management procedures related to system risk identification, assessment, monitoring, mitigation, and reporting.
  • Ensure effective adoption and utilization of risk management tools and frameworks within CBS operations.
  • Drive remediation of exceptions identified during audits, risk assessments, or regulatory reviews.
  • Promote a strong risk-aware culture across the ICT function.

Skills, Knowledge & Competencies

  • Strong proficiency in Core Banking Systems, particularly Finacle CBS v10.xxx.
  • Hands-on experience in Core Banking system implementation and configuration (Finacle preferred).
  • Knowledge of backup and recovery processes and Business Continuity planning.
  • Expertise in banking application support, including defect and incident management.
  • Ability to work effectively in a deadline-driven, high-pressure incident management environment.
  • Strong technical skills in Oracle SQL, PL/SQL, and Unix shell scripting.
  • Solid banking domain knowledge, particularly within the African banking environment.
  • Good understanding of APIs, workflows, Finacle interfaces, web services, and Unix cron jobs.
  • Experience with Finacle CRM, Core, FI, C24 integrations, and related development activities.
  • Demonstrated experience managing projects across the full Software Development Life Cycle (SDLC).
  • Working knowledge of system testing methodologies.
  • Strong communication skills and a proactive willingness to learn new technologies.

Academic & Professional Qualifications

  • Bachelor’s degree in Computer Engineering, Computer Science, Software Engineering, or a related discipline.

Working Experience

  • Minimum of 5 years’ experience in Core Banking system support and configuration management.
