Working Context
Pemba Island is predominantly rural, culturally conservative, and has limited infrastructure and services. Mobility can be challenging due to road conditions and weather patterns. The Area Manager will operate through the Kijani Pemba project, which focuses on:
- Environmental sustainability
- Green business development
- Waste management
- Community engagement
- Rehabilitation of public spaces
The role requires engagement with local authorities, community groups, women’s and youth associations, and field visits to remote areas. Living conditions are isolated and demand adaptability, cultural sensitivity, patience, and strong community-based engagement skills.
On Unguja, WeWorld implements the Furaha Teens Parenting Programme in partnership with UNICEF to strengthen parenting practices and adolescent well-being.
Purpose of the Role
The Area Manager oversees operational management of the Pemba office and leads the strategic development and expansion of WeWorld’s interventions, including potential scale-up to Unguja. Key responsibilities include:
- Coordinating and supervising Project Managers and senior staff
- Ensuring achievement of objectives, quality standards, budgets, and timelines
- Representing WeWorld on Pemba Island
- Supporting the Country Representative in expanding WeWorld’s activities in Tanzania
Main Functions and Duties
Area Coordination
- Coordinate workflows and provide quality control across projects in the Zanzibar Archipelago
- Supervise Project Managers and Coordinators ensuring alignment with work plans and donor requirements
- Organize regular interdepartmental meetings (programme, logistics, administration)
- Ensure proper physical and digital archiving of technical and administrative documentation
- Support co-financing plans and new project pipelines
Project Support
- Develop and implement project activity and financial plans with milestones and indicators
- Coordinate procurement documentation, supplier selection, and contract management
- Define and update project strategies in collaboration with project staff and Country Representative
- Apply WeWorld MEAL tools for data collection and analysis
- Supervise quality and transparency of data and reporting
- Prepare monthly budget monitoring reports and maintain the Pemba office
- Implement mentorship plans for project staff and conduct Project Monitoring Reviews (PMRs)
Coordination and Representation
- Maintain relations with partners, consortiums, NGOs, donors, and local/international stakeholders
- Coordinate with local authorities, ensuring monthly documented meetings
- Represent WeWorld at institutional and community levels
- Participate in sectorial coordination meetings, clusters, and INGO forums
- Support donor engagement and the development of new project proposals
HR Management
- Manage recruitment, training, and supervision of project staff
- Provide technical advice, coordination, and motivation to project staff
- Set performance objectives and conduct performance reviews
- Promote effective internal communication and teamwork
Monitoring and Supervision
- Set up and monitor monthly internal reporting from project staff
- Prepare narrative and financial reports in line with consortium agreements
- Provide regular updates to the Country Representative
- Harmonize monitoring systems across all projects implemented in the Area
Security Responsibilities
- Contribute to implementing the security plan in Zanzibar Archipelago
- Ensure staff compliance with WeWorld security procedures and SOPs
- Update the Country Representative on contextual risks and mitigation measures
Note: The above responsibilities are not exhaustive. The Area Manager may perform additional duties as requested and must provide a proper handover before the end of the assignment.
Essential Requirements
Qualifications
- Master’s degree in Social Sciences, International Cooperation, Development Studies, Political Science, Sociology, Anthropology, Human Rights, or related field
- Strong knowledge of project cycle management and donor-funded project implementation
- Knowledge of major donors’ policies and procedures (EU, UN, etc.)
- Proficiency in English (written and verbal)
- Good computer skills (MS Office suite)
Professional Experience
- Minimum of 5 years’ experience managing or coordinating development or humanitarian projects
- Proven experience managing multi-component projects at community and local authority levels
- Experience coordinating field teams and supervising project staff
- Demonstrated liaison experience with local authorities, partners, NGOs, and donors
- Experience in budget management, financial monitoring, and reporting
- Experience in integrated infrastructure and resilience interventions
- Experience in base management and supervision of senior project staff is an asset

Desirable Requirements

- Contract Type: Six (6) months with potential renewal based on performance and funding
- Compensation: According to WeWorld Expatriates Compensation Policy: base salary + hardship allowance
