Context

For the past 13 years, TechnoServe’s Inclusive Investment Department has partnered with major agriculture-focused investors, primarily through the CASA Technical Assistance Facility (CASA TAF) funded by the UK and European partners.

We are now implementing CASA Plus, co-funded by FMO, British International Investment (BII), and the UK Foreign, Commonwealth & Development Office (FCDO). CASA Plus focuses on market-building interventions that double agri-finance in Tanzania, particularly for agriSMEs and production-level farmers.

This role offers the opportunity to scale the CASA Plus pilot into a large-scale, systemic change program, addressing critical gaps in agricultural finance.

Job Summary

The Inclusive Investment Senior Manager will:

• Lead CASA Plus activities in Tanzania, focusing on mobilizing agri-finance for agriSMEs and production-level farmers.
• Build strategic partnerships between agribusinesses and financiers.
• Design and implement innovative finance models such as value chain finance and off-balance-sheet structures.
• Supervise technical assistance (TA), impact funds, and catalytic interventions to support inclusive agricultural finance.

Primary Responsibilities

Technical Assistance & Project Supervision

• Scope and supervise delivery of TA and advisory services to early-stage impact investors and agribusinesses.
• Oversee implementation of agri-strategy TA for Tier-1 banks.
• Manage teams including TechnoServe Fellows, technical experts, and contractors.

Innovative Finance & Partnership Building

• Lead design and operationalization of innovative finance models between producers, agribusinesses, and tech-enabled aggregators.
• Unlock off-balance-sheet financing with large agribusinesses.

Investment Origination

• Identify high-potential market investment opportunities for DFIs within Tanzania.

Influencing, Convening & Learning

• Engage and influence investors, donors, and ecosystem actors.
• Represent CASA Plus at national and East Africa-level events.
• Advocate for increased capital flows to green and inclusive agriculture.

Supervisory Responsibilities

• Manage TechnoServe Fellows, junior team members, third-party consultants, and evolving delivery partners.
• Provide mentorship and build management capacity within the team.

Qualifications & Experience

Basic Qualifications

• Bachelor’s degree with 10+ years of experience including mid-level management; OR
• Master’s degree with 7+ years of relevant experience.
• Strong data analysis and commercial sense, including basic Excel modelling.
• Proficient in MS Word, PowerPoint, Excel.

Preferred Qualifications

• Strategy consulting experience at a top-tier firm or relevant field.
• Experience in agri-finance in Tanzania or East Africa.
• Experience managing field operations in developing economies.
