Project Overview

The consultant will support the Acute Care Transformation through Basic Emergency Care (ACTxBEC) Initiative, a multi-country program aimed at strengthening emergency care systems across selected African countries.

The consultant will work closely with:

  • Initiative supervisors and global teams
  • Country and regional teams
  • Health system stakeholders and partners

The role focuses on project coordination, data management, training oversight, and technical reporting to ensure effective implementation of the initiative across participating countries.


Key Responsibilities

1. Project Implementation and Coordination

  • Support the design and implementation of the final project plan, including timelines, milestones, and priority deliverables.
  • Produce documents to ensure effective multi-level governance of the initiative.
  • Assist in developing country-level implementation plans for ACTxBEC.
  • Facilitate communication and coordination among stakeholders and partners.
  • Maintain an updated project tracker aligned with financial, technical, and human resources.
  • Support mandated reporting across all levels of the initiative.
  • Establish and maintain organized document repositories for project materials.
  • Conduct site visits to support facility readiness and mentor facility coordinators.
  • Coordinate collaboration between national coordinators, cluster mentors, facility coordinators, and data collectors.

2. Data Management and Clinical Data Oversight

  • Oversee multi-level clinical data management processes, including:
    • Data collection
    • Data entry
    • Validation and cleaning
  • Coordinate clinical data collection systems across initiative facilities.
  • Provide training and quality reviews for data collection processes.
  • Monitor and improve data quality and reporting systems.

3. Intervention and Training Support

  • Collaborate with the ACTxBEC educational team to support training and learning initiatives.
  • Assist in designing and implementing the ACTxBEC Education Bundle across initiative countries.
  • Support development of standardized protocols, training materials, and implementation guidance.
  • Coordinate rollout of training programs through cascade training models.
  • Assist in developing and implementing facility champion training programs.
  • Monitor educational data from:
    • Courses
    • Trainings
    • Continuing education programs for health workers.

Deliverables and Payment Schedule

Payments will be made after approval of technical reports submitted by the consultant.

Required Qualifications

Education

Essential

  • Advanced university degree (Master’s) in:
    • Public Health
    • Epidemiology
    • Health Systems
    • Implementation Science
    • Medical Education
    • Or another health-related field

Desirable

  • Doctoral degree (PhD or equivalent).

Professional Experience

Essential

  • Minimum 10 years of progressive professional experience in:
    • Health systems strengthening
    • Programme implementation
    • Monitoring and evaluation
  • Experience supporting multi-country or large-scale health programmes, preferably in Africa.
  • Experience coordinating training or research programs in clinical or public health settings.
  • Experience managing health program data systems, including:
    • Data validation
    • Quality assurance
    • Monitoring and corrective actions across multiple sites.
  • Proven ability to analyze and report program indicators, including:
    • Technical reports
    • Dashboards
    • Data visualizations
    • Evidence-based recommendations.
  • Experience working with multiple stakeholders, including:
    • Ministries of Health
    • Academic institutions
    • Professional associations
    • International organizations.
  • Experience supporting capacity-building initiatives, such as trainer or mentor networks.

Desirable

  • Experience working with WHO or other UN organizations.
  • Experience working in international or multi-regional contexts.

  • Knowledge of adult learning principles and health training systems.
  • Familiarity with implementation frameworks and quality improvement approaches.
