AGRA, in partnership with the Government of Tanzania, supports the Agricultural Transformation Office (ATO) under the Ministry of Agriculture, which functions as a delivery enabler for the Agricultural Master Plan 2050.
Position Overview
The Specialist – Implementation and Delivery will drive institutional capacity strengthening and delivery work within the ATO. Reporting to the ATO Director, the specialist will operationalize a fit-for-purpose delivery unit to accelerate the implementation of priority flagships under the Agricultural Master Plan.
This includes establishing delivery processes, tools, templates, governance frameworks, and accountability mechanisms, while providing technical and managerial support to delivery officers and analysts.
Key Duties and Responsibilities
- Develop and strengthen multi-stakeholder coordination and accountability mechanisms.
- Design and implement performance management and problem-solving frameworks.
- Operationalize the governance and operating model of the ATO, including routines, workflows, and internal processes.
- Develop and support delivery tools, stakeholder mapping, prioritization, and root cause analysis.
- Establish a data collection, organization, and analysis framework; champion evidence-based decision-making.
- Forge a delivery coalition with government, private sector, and donor stakeholders.
- Provide technical support, coaching, and supervision to delivery specialists and analysts.
- Support budgeting, planning, and results framework preparation for the ATO.
- Embed a delivery culture and accountability mechanisms in government institutions through on-the-job coaching and structured capacity-building programs.
- Document lessons, produce knowledge products, and provide thought leadership on ATO delivery approaches.
- Engage stakeholders to mainstream Agricultural Master Plan flagships into annual work plans and budgets.
- Coordinate with Ministry staff and partners to implement capacity-building programs.
- Track, evaluate, and report performance outcomes for accountability and learning.
- Identify systemic constraints, key drivers of performance, and provide evidence-based recommendations.
- Design delivery dashboards and routines to ensure performance monitoring and target achievement.
Required Skills, Qualifications, and Experience
Education:
- Bachelor’s or Master’s degree in:
- Business Administration
- Public Policy
- Economics
- Management
- Public/Development Administration
- Rural Development
- Advanced degrees are an added advantage.
Professional Experience:
- Minimum 10 years in building and operating delivery mechanisms (Agricultural Transformation Offices, Presidential Delivery Units, or similar).
- Experience in institutional capacity building of government institutions.
- Proven track record in managing complex, multi-stakeholder initiatives.
- Experience working with multi-stakeholder platforms and complex collaboration frameworks.
- Strong knowledge of Tanzania’s food systems and political context.
- Expertise in designing and operationalizing delivery mechanisms.
- Ability to map, engage, and coordinate ecosystem actors across agrifood systems.
- Capacity to set ambitious, measurable goals and inspire teams to deliver results.
- Strong thought leadership, problem-solving, and clarity under pressure.
