Job Opportunity: Inspection Leader
Project: East African Crude Oil Pipeline (EACOP)
Project Overview
The East African Crude Oil Pipeline (EACOP) is a major midstream oil development project spanning 1,443 km across Uganda and Tanzania.
The electrically heated crude oil pipeline will transport oil from Kabaale – Hoima (Uganda) to the Chongoleani Peninsula near Tanga Port (Tanzania) for export to international markets.
The project also includes a Marine Storage and Export Terminal (MST) to support crude export operations.
Position Overview
The Inspection Leader will head the EACOP Inspection Unit and oversee a team of five inspection specialists covering:
- Pipeline inspection
- Corrosion inspection
- Site inspection
- Method inspection
- Contracts inspection
The role is responsible for developing inspection strategies, ensuring asset mechanical integrity, coordinating inspection activities across Uganda and Tanzania, and monitoring inspection performance and budgets.
Key Duties and Responsibilities
Inspection Strategy and Coordination
- Define and review the maintenance inspection philosophy for the pipeline system.
- Coordinate inspection activities across Tanzania and Uganda inspection entities.
- Establish inspection processes and audit plans in accordance with international standards and regulatory requirements.
- Lead recruitment and selection of the inspection team.
Inspection Planning and Execution
- Validate inspection scope and campaigns.
- Monitor team performance, KPIs, progress, and budgets.
- Coordinate intelligent pigging operations and partial field shutdown inspections.
- Prepare and review inspection programs and reports.
Technical Oversight
- Review inspection findings and perform Fit for Service (FFS) assessments.
- Recommend remedial actions for inspection findings.
- Select and implement Risk Based Inspection (RBI) tools.
- Ensure that inspection databases and registers are updated, including:
- Lifting register
- Flexible register
- Temporary repair database
Compliance and Audits
- Participate in technical audits of contractors in areas such as:
- Non-Destructive Testing (NDT)
- Welding
- Pressure vessel fabrication
- Coating systems
- Ensure compliance with:
- Technical codes and standards
- Company procedures
- Regulatory requirements
Team and Resource Management
- Manage inspection personnel and resources.
- Provide coaching and mentoring to Inspection Engineers, especially in:
- Damage mechanisms
- Inspection techniques
- Support development of the EACOP inspection referential.
Health, Safety, and Environmental Responsibilities
The Inspection Leader must comply with EACOP’s H3SE policies (Health, Safety, Social, Security & Environment).
Key responsibilities include:
- Promoting a strong HSEQ safety culture among team members.
- Ensuring compliance with Life Saving Rules.
- Reporting and addressing unsafe conditions.
- Maintaining a clean, safe, and organized workplace.
Qualifications
Academic Requirements
- Bachelor’s degree (or equivalent) in:
- Mechanical Engineering
- Materials Engineering
- Metallurgy or related field
- Strong knowledge of:
- Oil & Gas process equipment and pipelines
- Materials science, welding, and corrosion
- Failure modes and inspection techniques
Technical Knowledge
Familiarity with international standards and tools such as:
- ASME codes
- API standards
- NACE corrosion standards
- Risk Based Inspection (RBI) methodology
- Computerized Maintenance & Inspection Management Systems (CMIMS)
- Fitness for Service assessment methods (API RP 579, ASME, DNV)
Professional Requirements
- ERB registration as a Professional Engineer.
- Excellent written and spoken English.
Experience Required
- Minimum 10 years of experience in inspection leadership roles within:
- Oil & Gas industry
- Refinery operations
- Petrochemical facilities
- Experience in:
- Full field shutdown inspection planning and execution
- Pipeline and equipment inspection programs
- Managing technical inspection teams.
