Eastern and Southern Africa (AFE) Region

The Eastern and Southern Africa (AFE) Region is home to about 700 million people across 26 countries, stretching from the Red Sea in the north to the Cape of Good Hope in the south.

The Procurement Department under the Governance Global Practice (GGP) works to advance modern procurement practices, anti-corruption initiatives, and open government systems.


Position Overview

The Procurement Specialist will support the Africa East and Southern (AFE) Procurement Unit and contribute to procurement activities in the Tanzania portfolio.

The position will be based in Dar es Salaam and work under the Procurement Team Leader, who reports to the Accredited Practice Manager in Nairobi.


Key Duties and Responsibilities

The Procurement Specialist will:

Procurement Advisory and Technical Support

  • Provide technical fiduciary services related to procurement activities.
  • Engage in policy dialogue to strengthen procurement systems in client countries.
  • Support clients in achieving Value for Money (VFM) in public procurement.

Procurement Review and Compliance

  • Review technical, commercial, and legal aspects of procurement throughout the project lifecycle.
  • Support review of procurement cases requiring Operations Policy Review Committee (OPRC) approval.
  • Assist borrowers in handling procurement complaints and contract management issues.

Procurement Strategy and Market Analysis

  • Analyze procurement markets using analytical tools to define effective procurement strategies.
  • Participate in missions and operational activities addressing policy and operational challenges.

Policy Development and Reporting

  • Prepare or review operational directives, procurement policies, and analytical reports.
  • Produce technical reports and policy papers related to procurement reforms.

Institutional Capacity Building

  • Support procurement reforms and capacity development in client countries.
  • Assist in strengthening institutional procurement systems and monitoring reform initiatives.

Procurement Systems and Monitoring

  • Use electronic systems such as STEP (Systematic Tracking of Exchanges in Procurement) to track procurement performance.
  • Monitor fiduciary metrics and procurement implementation progress.

Training and Knowledge Sharing

  • Design and deliver capacity-building workshops for government agencies and World Bank staff.

Selection Criteria

Education

  • Master’s Degree in a relevant field such as:
    • Procurement
    • Engineering
    • Commerce
    • Law
    • Business or related discipline

Experience

  • Minimum 5 years of professional experience in:
    • Public procurement
    • Procurement for donor-funded or multilateral development bank (MDB) projects

Technical Knowledge

  • Strong understanding of international procurement principles and practices, including:
    • Value for Money (VFM)
    • Strategic sourcing
    • Market analysis
    • Sustainable procurement
    • Contract management
  • Experience in infrastructure projects (e.g., transport or energy) is an advantage.

Additional Skills

  • Strong analytical and problem-solving abilities.
  • Ability to work effectively in multicultural environments.
  • Excellent communication skills in English.
  • Strong understanding of public procurement systems and reforms.

Desirable Qualifications

  • Experience with e-Government procurement systems.
  • Knowledge of Fragility, Conflict, and Violence (FCV) contexts in development projects.

Employment Terms

  • Selected candidates who are already World Bank staff with regular appointments will retain their existing contract terms.
  • Other candidates will receive a 3-year term appointment.
