Project Background
CRS, in collaboration with:
- Caritas Kigoma
- Caritas Kasama
is implementing the European Union-funded VOICES Project.
The Vitalizing Opportunities in Circular Economy and Sustainable Solutions in Lake Tanganyika (VOICES) project aims to improve water quality in the Lake Tanganyika basin through sustainable and inclusive economic practices.
The project operates in:
- Kigoma Region
- Mpulungu Region
It promotes:
- Circular economy principles
- Sustainable resource management
- Cross-border collaboration among countries surrounding Lake Tanganyika.
Job Summary
CRS Tanzania seeks a qualified Project Manager to lead implementation of the VOICES project in Tanzania and Zambia.
Based in Kigoma, the Project Manager will:
- Design and implement strategies promoting circular economy principles
- Lead a two-country project team
- Identify opportunities for resource optimization and waste reduction
- Strengthen sustainable economic practices within Lake Tanganyika communities
The role requires collaboration with:
- National government agencies
- Local Government Authorities (LGAs)
- Financial institutions
- Civil society organizations
- Private sector partners
The Project Manager will ensure high-quality program implementation and effective project management systems aligned with CRS standards.
Roles and Key Responsibilities
1. Strategic Leadership
- Provide overall strategic and technical leadership for the VOICES project.
- Lead annual work planning and progress review processes.
- Ensure technical approaches achieve project targets and impact.
2. Donor Management and Reporting
- Manage donor engagement and communication.
- Ensure compliance with EU and CRS reporting requirements.
3. Team Management
- Supervise project staff and promote staff well-being.
- Provide coaching and mentorship to team members.
- Support recruitment, onboarding, and performance management.
4. Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Lead data-driven analysis to inform project decision-making.
- Coordinate evaluation activities and reflection meetings.
- Monitor project Key Performance Indicators (KPIs).
- Ensure compliance with CRS and EU MEAL policies.
5. Stakeholder Engagement
- Foster collaboration with:
- Government institutions
- NGOs and INGOs
- UN agencies
- Private sector partners
- Community organizations
- Deliver training and guidance on circular economy principles.
6. Resource and Financial Management
- Coordinate financial, human, and material resources.
- Conduct budget reviews and monitor partner financial reporting.
- Ensure proper tracking of project resources.
7. Capacity Strengthening
- Identify capacity gaps among partner organizations.
- Facilitate technical support and training interventions.
8. Representation and Advocacy
- Represent the project at stakeholder meetings and forums.
- Advocate for investment in circular economy initiatives.
9. Innovation and Research
- Monitor emerging technologies and business models related to circular economy.
- Conduct research and pilot projects to improve resource efficiency.
Basic Qualifications
- Master’s degree in:
- Environmental Science
- Natural Resources Management
- Sustainability
- Business Administration
- Or related field.
- Minimum 5 years of experience managing environmental or sustainability programs.
- Experience managing EU-funded programs.
- Strong knowledge of circular economy principles.
- Proven project management experience.
- Strong data analysis and assessment skills.
- Excellent communication and stakeholder engagement skills.
- Demonstrated innovation and problem-solving ability.
Required Languages
- Fluency in English
- Fluency in Kiswahili
Travel Requirements
The role requires up to 50% travel to project locations.

- Staff supervision and team leadership experience.
- Proficiency in:
- MS Excel
- MS Word
- MS PowerPoint
- Web conferencing tools
- Information management systems.
