Background
HelpAge Tanzania and REDESO are implementing a five-year project funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aims to improve the safety, resilience, and inclusion of Persons with Specific Needs (PSNs), particularly older people and persons with disabilities, living in refugee camps and surrounding host communities in Kigoma Region.
Key project interventions include:
- Ecosystem-based climate adaptation
- Promoting peaceful coexistence between refugees and host communities
- Disaster preparedness systems
- Community-based protection and psychosocial support structures
- Access to climate-adapted livelihoods
Purpose of the Evaluation
The final evaluation seeks to independently assess the project’s performance, results, and overall impact. It will examine:
- Relevance
- Coherence
- Effectiveness
- Efficiency
- Impact
- Sustainability
The evaluation will generate lessons learned and recommendations to inform future programming.
Scope of Work
The consultant will conduct a mixed-methods evaluation including:
- Document review
- Field data collection
- Stakeholder consultations
- Analysis of project monitoring data
Fieldwork locations: Nduta and Nyarugusu refugee camps and selected host communities.
Key stakeholders for consultations:
- Beneficiaries (older people and persons with disabilities)
- Government stakeholders
- Camp authorities
- Community structures
- Implementing partners
Key Deliverables
- Inception Report outlining methodology and work plan
- Draft Evaluation Report for stakeholder review
- Validation Presentation of key findings
- Final Evaluation Report (maximum 35 pages excluding annexes)
- Presentation Slide Deck summarizing key findings and recommendations
- Submission of anonymized datasets and evaluation tools
Consultant Qualifications
- Minimum 10 years of professional experience in international development, humanitarian programming, or social protection
- Proven experience conducting evaluations of complex projects using recognized standards (e.g., OECD-DAC)
- Expertise in participatory research methods and mixed-methods evaluation
- Experience in inclusion, protection, ageing, disability, or refugee contexts highly desirable
- Excellent analytical and report-writing skills in English
- Knowledge of the Tanzanian context and Kiswahili communication is an advantage

- Financial Proposal with detailed budget
- CV(s) highlighting relevant experience
- Two examples of similar evaluation reports conducted within the last three years
- At least two professional references
