1. PROCUREMENT OFFICER (1 Position)
Duty Station: Dar es Salaam
Job Summary
The Procurement Officer is responsible for the systematic execution of all procurement procedures and for the timely and cost-effective purchasing of all equipment, supplies, and services required by MSI Tanzania.
The officer ensures that all purchases adhere to:

Donor compliance guidelines
The role requires a high level of integrity, commitment to the organization’s needs, and the ability to work with minimal supervision.
Key Responsibilities
1. Procurement Planning
-
Coordinate with internal departments to develop and maintain an Annual Procurement Plan aligned with budgets and organizational priorities.
-
Ensure goods and services are purchased and delivered on time.
-
Coordinate with departments to ensure procurement of equipment and services that are fit for purpose and provide best value for money.
-
Coordinate Procurement Committee meetings, including preparation of agendas, documentation, and minutes.
2. Purchasing Function
-
Ensure procurement activities such as:
-
Supplier vetting
-
Preparation and evaluation of quotations and tenders
comply with MSI Tanzania policies and donor regulations.
-

Maintain good relationships with suppliers and develop new supplier networks.
-
Negotiate contracts to secure the best services and pricing.
-
Review and process procurement documents including:
-
Purchase Requests
-
Requests for Quotation
-
Summary Bid Analysis
-
Purchase Orders using TRADOGRAM Procurement System.
-

Prepare and administer purchasing contracts under guidance of the Procurement Manager.
-
Maintain updated contract registers.
-
Manage shipping and clearing of goods into Tanzania by coordinating with:
-
Customs agencies
-
Ministry of Health (TMDA)
-
Clearing agents
-
Donors.
-
-
Use the TRADOGRAM procurement system to:
-
Create and approve purchase orders
-
Create supplier and product master data
-
Export procurement data
-
Generate procurement reports.
-
-
Work with the logistics team to ensure goods are received and delivered to users.
-
Generate procurement analytics and reports.
-
Process vendor payments on time.
-
Follow up on undelivered or uninvoiced items.
3. Record Keeping and Documentation
-
Maintain accurate procurement records including:
-
Tenders
-
Supplier contracts
-
Purchase documentation
-
Procurement files.
-
-
Ensure procurement documentation meets organizational and audit requirements.
-
Ensure purchased goods reach the correct locations.
-
Maintain a database of prequalified and preferred suppliers.
Minimum Requirements
Qualifications
-
Bachelor’s Degree in:
-
Procurement
-
Supply Chain Management
-
Related field
-
-
Fluent in English (written and spoken).
-
Registered with a recognized Procurement and Supplies Professional Board.
-
Certified Procurement and Supplies Professional.
Desired Qualifications
-
Registered by PSPTB (Procurement and Supplies Professional and Technician Board).
-
Certified CPSP (Certified Procurement and Supplies Professional).
-
Knowledge of pharmaceutical procurement.
-
Knowledge of customs clearance and importation procedures.
Experience
-
At least 3 years of experience handling procurement for supplies, equipment, and services in a large organization.

Strong negotiation and supplier management skills.
-
Knowledge of donor compliance policies and regulations.
Skills
-
IT literacy.
-
Experience using Procurement ERP systems.
-
Strong English communication skills.
-
Strong numerical and analytical ability.
-
Ability to interpret complex verbal, written, and numerical data.
-
Ability to manage large amounts of data with tight deadlines.
