Job Summary

The Relief and Partnership Coordinator is responsible for overseeing humanitarian response operations and leading the development of strategic partnerships and consortium engagements with INGOs, UN agencies, and other stakeholders.

The role focuses on delivering high-quality emergency programming, proposal development, donor engagement, and identifying opportunities to enhance Qatar Charity’s humanitarian impact in Tanzania.


Key Responsibilities

1. Emergency Response & Humanitarian Programming

  • Oversee humanitarian operations including project management, logistics, security, and contingency planning
  • Lead rapid needs assessments in collaboration with government and partners
  • Design and implement emergency response programs (food, NFIs, shelter, WASH, health)
  • Ensure proper targeting of vulnerable groups (women, children, elderly, persons with disabilities)
  • Establish strategic direction for relief programming
  • Ensure effective implementation and financial management of projects
  • Oversee transparent distribution of food and NFIs
  • Ensure safeguarding and PSEA standards are integrated
  • Maintain beneficiary feedback and complaint mechanisms

2. Project Planning, Finance & Reporting

  • Lead development of proposals, project documents, and budgets
  • Ensure financial compliance with donor and QC guidelines
  • Prepare monthly and ad-hoc reports, including impact and progress updates
  • Produce assessment reports, situation reports, and donor reports
  • Maintain updated databases on beneficiaries and resources
  • Document lessons learned and best practices

3. Partnership Development & Consortium Building

  • Identify and pursue partnership opportunities with INGOs and UN agencies
  • Lead and contribute to proposal writing and concept development
  • Identify donor funding opportunities for consortium programming
  • Facilitate partner engagement meetings
  • Support development of MOUs and partnership frameworks
  • Ensure QC priorities are reflected in joint initiatives

4. Coordination, Representation & Networking

  • Represent QC in coordination platforms, cluster meetings, and inter-agency forums
  • Liaise with government bodies, INGOs, and UN agencies
  • Participate in joint assessments and strategy discussions
  • Promote QC’s humanitarian work across relevant networks

Qualifications & Experience

Education:

  • Bachelor’s degree in Humanitarian Studies, International Relations, Development Studies, Social Sciences, or related field
  • Master’s degree in Humanitarian Action, Disaster Management, or International Development (preferred)

Experience:

  • Minimum 3–5 years’ experience in humanitarian programming or emergency response
  • Experience in proposal writing, donor engagement, or partnership development
  • Proven experience managing emergency response projects

Technical Competencies

  • Strong skills in project design, proposal development, and budgeting
  • Knowledge of humanitarian standards (Sphere, CHS, Do No Harm)
  • Experience with coordination systems and cluster mechanisms
  • Ability to develop needs assessments and reports
  • Financial management and compliance skills
  • Data management, tracking, and reporting
  • Understanding of protection, safeguarding, and PSEA principles
