About the Programme: Community Health Systems Strengthening

This programme aims to:

  • Transform community health work into sustainable career pathways
  • Create employment opportunities for youth and women
  • Strengthen primary healthcare systems

It is being implemented across Kenya, Ethiopia, Burkina Faso, Tanzania, and Malawi, focusing on professionalizing Community Health Workers (CHWs) and improving livelihoods while enhancing community health outcomes.


Job Summary

The Technical Regional Project Officer provides technical and operational support for implementing the Integrated and Coordinated Community Health Workers (ICCHW) Programme in Tanzania.

The role works closely with:

  • Ministry of Health (MoH Tanzania)
  • Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG)
  • Regional and Council Health Management Teams
  • Training institutions and other stakeholders

Key Responsibilities

1. Project Management & Programme Implementation

  • Lead implementation of CHW training programmes across assigned regions
  • Develop and manage regional workplans, trackers, and schedules
  • Coordinate rollout of pre-service training programmes
  • Ensure CHWs are enrolled in training institutions
  • Manage multiple workstreams while maintaining quality standards
  • Maintain risk logs and escalate issues as needed

2. Training Roll-out & Capacity Building

  • Support assessments to identify training gaps
  • Deploy and digitize training curricula
  • Track training-of-trainers (ToT) and orientation sessions
  • Provide field-level supervision and mentorship
  • Support recruitment and retention of women and youth
  • Promote eLearning platforms (e.g., Leap)

3. CHW Stipend Tracking & Payment Coordination

  • Maintain records of eligible CHWs for stipend payments
  • Coordinate with health and finance teams for payment processes
  • Monitor and reconcile stipend disbursement
  • Identify and resolve delays or discrepancies
  • Ensure transparency and proper documentation

4. Coordination & Stakeholder Engagement

  • Build relationships with health teams and local authorities
  • Facilitate stakeholder meetings and coordination forums
  • Represent Amref in technical working groups and partner meetings
  • Collaborate with MEL and programme teams

5. People & Performance

  • Strengthen supervisory capacity and service delivery quality
  • Facilitate training sessions and track learner progress
  • Support certification and validation processes
  • Promote accountability and performance culture

6. Monitoring, Employment Tracking & Reporting

  • Track learner enrollment, completion, and certification
  • Monitor CHW employment and retention trends
  • Maintain accurate programme data and reports
  • Provide dashboards and progress updates

7. Continuous Improvement & Innovation

  • Identify operational challenges and propose improvements
  • Contribute to digital learning tools and curriculum enhancement
  • Support youth-focused workforce development strategies

Qualifications & Competencies

Education & Experience

  • Relevant degree in Public Health, Development Studies, Social Sciences, or related field
  • Experience in programme implementation, training, or health systems strengthening
