Role Overview
The Project Implementation Officer will support the Project Officer in overseeing field-based operations, ensuring government-led implementation aligns with RTV standards, and providing guidance, supervision, and mentorship to field staff and community partners.
Key Responsibilities
1. Project Management
- Ensure work plans of government officials and field monitors align with approved project designs
- Support management of cluster-level work plans
- Escalate issues to Project Officer as needed
- Conduct minimum 4 field visits per week to oversee and support implementation
- Assist Project Officer with workload management and co-implementation of initiatives
2. Government-Led Implementation Oversight
- Support ward and village officials in executing RTV-aligned training, coaching, and follow-ups
- Verify adherence to RTV technical standards and protocols
- Serve as first point of escalation for implementation challenges
- Support operationalization of MoUs and role clarity at district and ward levels
3. Reporting & Coordination
- Review field reports, work plans, and action plans for quality and timeliness
- Identify risks and propose mitigation measures
- Provide accurate inputs for weekly, monthly, and donor reports
- Document lessons learned and contribute to learning reviews and after-action reflections
4. Supervision, Coaching & Team Leadership
- Conduct weekly cluster review meetings and provide structured feedback
- Provide day-to-day guidance to government officials and extension workers
- Facilitate refresher training on RTV methodologies and standards
- Mentor field-based champions, district technical teams, and colleagues
5. Administration & Compliance
- Assist Project Officer with project-specific administrative tasks
- Ensure compliance with RTV policies, safeguarding standards, and code of conduct
- Support information sharing for donor reporting and internal coordination
- Perform additional duties assigned by supervisor or management
Required Qualifications
Technical & Administrative Skills
- Strong verbal and written English and Kiswahili; local dialects (Kinyambo, Kihaya) are an advantage
- Problem-solving and decision-making under pressure
- Proficiency in Microsoft Word and Excel
- Strong organizational, facilitation, and leadership skills
- Ability to manage multiple tasks in dynamic environments
- Excellent interpersonal skills and team collaboration
- High integrity, reliability, and work ethic
- Positive attitude in challenging field settings
- Physically able to work in rural and high-terrain areas
- Ability to ride a motorbike in remote locations
Education & Experience
- University degree in Community Development, Project Management, Project Planning, Development Studies, Social Work, Social Administration, or related field
- Minimum 2 years’ experience in community development, project management, facilitation, or leadership
- Proven experience working at village or community level
