Monitoring, Evaluation and Learning (MEL) Officer
Job Type: Full-Time
Location: Arusha, Tanzania

Position Overview
We are seeking a highly talented and passionate Monitoring, Evaluation and Learning (MEL) Officer to lead the organization’s impact strategy and strengthen evidence-based decision-making across programs and investments.
The role focuses on designing and implementing robust MEL systems aligned with the organization’s 3Cs model (Capacity, Capital, Connections) and ensuring high-quality data collection, analysis, and learning.
Key Responsibilities
1. MEL Framework Design & Management
- Design and manage MEL frameworks aligned with the organization’s 3Cs model
- Define indicators, targets, and data sources across programs and investment activities
- Track key performance indicators (KPIs) including:
- Business performance
- Job creation
- Capital mobilization
- Program outcomes
2. Data Systems & Integration
- Ensure data collected through Organization Connect aligns with MEL frameworks
- Integrate data from multiple sources including:
- Field visits
- Surveys
- Assessments
- Program records
- Guide structured use of Organization Connect for:
- Entrepreneur self-reporting
- Milestone tracking
- Activity logs
- Collaborate with Program and IT teams to define data collection and validation processes
3. Data Quality Assurance
- Ensure accuracy, consistency, and completeness of all MEL data
- Monitor data quality across digital and non-digital systems
- Validate and triangulate digital data with field evidence
4. Data Analysis & Reporting
- Analyze quantitative and qualitative data from multiple MEL tools
- Develop dashboards, performance summaries, and reports for:
- Internal management
- Donors
- External partners
- Translate data insights into actionable recommendations
- Support adaptive program management using MEL insights
5. Learning & Knowledge Management
- Document lessons learned, trends, and emerging insights
- Support interpretation of data by program teams
- Strengthen evidence-based program delivery
6. Capacity Building
- Train staff and entrepreneurs on data reporting and MEL processes
- Develop guidance notes and templates to improve data quality
- Promote effective use of Organization Connect
7. Cross-Functional Collaboration
- Work closely with:
- Program teams
- Fundraising teams
- Marketing teams
- Capital teams
- IT teams
- Ensure strong integration of MEL systems across departments
Qualifications & Experience
- Bachelor’s Degree in:
- Economics
- Statistics
- Social Sciences
- Business Administration
- Monitoring & Evaluation
- Or related field
- 3–5+ years of MEL experience in:
- Donor-funded programs
- Enterprise support organizations (ESOs)
- Private sector development programs
- Strong experience with:
- Digital data systems
- Dashboards
- Management Information Systems (MIS)
- Proven ability to translate data into actionable insights
- Experience working with entrepreneurs or SME-focused programs
