HIGHER EDUCATION STUDENTS’ LOANS BOARD (HESLB)

CALL FOR VOLUNTEERS

1. Background

The Higher Education Students’ Loans Board (HESLB) is a body corporate established under the HESLB Act [CAP 178 R.E. 2023]. Its objective is to assist needy and eligible Tanzanian students in accessing loans and grants for higher education. In line with its commitment to developing young professionals, HESLB invites qualified, motivated, and dynamic Tanzanian graduates to apply for volunteering opportunities.

1.1 Volunteering Areas & Vacancies

  • Legal Services: 1 Vacancy

  • Planning and Research: 2 Vacancies

  • Loans Allocation and Disbursement: 3 Vacancies

  • Procurement and Supply Management: 1 Vacancy

  • Loan Repayment and Recovery: 20 Vacancies

  • Information, Education and Communication: 3 Vacancies

  • Accounts and Finance: 2 Vacancies

  • Administration: 1 Vacancy

  • Records Management: 30 Vacancies

  • Electrical Installation: 1 Vacancy

  • Plumbing and Pipe-fitting: 1 Vacancy

2. Qualification Requirements

  • Information, Education and Communication: Bachelor’s Degree in Mass Communication, Public Relations, Journalism, or Communication Studies.

  • Legal Services: Bachelor’s Degree in Law (LLB).

  • Planning and Research: Bachelor’s Degree in Economics, Statistics, or Planning.

  • Loans Allocation, Disbursement, Repayment and Recovery: Bachelor’s Degree in Finance, Accounting, Economics, or Business Administration.

  • Procurement and Supply Management: Bachelor’s Degree in Procurement, Supply Chain Management, or Logistics.

  • Administration: Bachelor’s Degree in Public Administration.

  • Records Management: Diploma in Records and Archives Management or related field.

  • Electrical/Plumbing: Diploma (NTA Level 6) or Full Technician Certificate (FTC) in the respective field.

  • Accounts and Finance: Bachelor’s Degree or Advanced Diploma in Accountancy, Finance, Commerce, or NBAA Intermediate Certificate (Module D).

  • General Skills: Good communication and computer skills are required for all roles.

3. Working Stations

Available stations include: Dar es Salaam, Mbeya, Zanzibar, Dodoma, Mtwara, Mwanza, and Arusha.

4. General Conditions

  • Applicants must be Tanzanians who graduated between 2020 and 2025.

  • People with disabilities are highly encouraged to apply.

  • The maximum volunteering period is one year (renewable based on need).

  • Volunteers will not receive a salary but will be provided with a stipend to cover transport and lunch expenses.

  • This program is not a guarantee of permanent employment at HESLB.

  • Required Documents: Certified copies of Degree/Diploma certificates and transcripts, Form IV/VI certificates, Birth Certificate/National ID, and a letter of residency endorsement from a Local Government Chairperson.

  • Important Note: Result slips and testimonials are not accepted.

  • Applicants must include a brief paper stating their reasons for seeking the volunteer position and their expectations for the year.

5. Mode of Application
