Organization Overview
As the official representation of Switzerland, the Embassy manages diplomatic relations between Switzerland and Tanzania. It represents Swiss interests in:
- Political affairs
- Economic and financial cooperation
- Legal and institutional matters
- Science, education, and culture
The Embassy also implements an important development cooperation programme in Tanzania, working with:
- Government institutions
- NGOs
- National and international development partners
To strengthen its Governance team, the Embassy is seeking a pro-active and competent Tanzanian professional for the position of Program Officer – Governance.
Position Summary
The Program Officer – Governance will support the management, implementation, monitoring, and strategic development of SDC-funded governance projects, while contributing to political analysis and stakeholder coordination within the Swiss Cooperation Programme in Tanzania.
Key Responsibilities
1. Governance Project Management (SDC Projects)
- Contribute to strategic planning of the governance portfolio
- Develop project proposals and credit/entry documents
- Conduct risk assessments of projects and partners
- Prepare risk management reports
- Manage procurement processes for project mandates
2. Contract Management
- Prepare project documents and Terms of Reference (ToR)
- Draft and manage contracts with partner organizations
- Negotiate and review budgets, fees, and pricing
3. Project Monitoring & Control
- Oversee development of results frameworks (logframes, outcome mapping)
- Support baselines and monitoring tools
- Review financial and operational reports from partners
- Analyze socio-economic and political context relevant to programming
- Maintain relationships with stakeholders and partners
4. Political Analysis & Reporting
- Monitor political developments in Tanzania
- Provide regular analysis and reports on key political issues
- Contribute to strategic decision-making for the cooperation programme
Education & Qualifications
- Master’s degree in Political Science or related field
Required Experience
- Minimum 10 years professional experience
- At least 5 years in development cooperation
- Experience in:
- Governance sector projects
- Donor-funded programmes
- Project cycle management
Key Competencies
Technical Skills
- Strong knowledge of Project Cycle Management (PCM)
- Monitoring, Evaluation & Reporting (logframes, baselines, indicators)
- Contract and procurement management
- Risk assessment and project analysis
Analytical & Writing Skills
- Strong analytical and conceptual thinking
- Ability to write clear, concise reports and policy briefs
- Knowledge of Tanzanian governance issues
Communication & IT
- Excellent English and Kiswahili (written and spoken)
- Strong communication and presentation skills
- Proficient in MS Word, Excel, PowerPoint, Outlook
Added Advantages
- Knowledge of French and/or German
- Experience working with international development agencies
