Purpose of the tender

Qatar Charity invites eligible and qualified bidders to submit bids for the supply of furniture, fixtures, and equipment (FFE) in Dodoma under Project No. 313306-2026.

The project will be implemented within the city of Dodoma.

Tender documents

The tender documents include:

  • Tender booklet, including annexes.
  • Annex A: Bid Commitment Certificate.
  • Annex B: Technical Offer.
  • Annex C: Financial Offer.
  • Bill of Quantities (BOQ).
  • Any other annexes issued by Qatar Charity.

Qatar Charity reserves the right to amend the tender booklet before the submission deadline and before award of the tender, where necessary. Written notifications may be issued to bidders regarding any amendments, and Qatar Charity may extend the submission deadline at its discretion.

All bids, documents, publications, and copies extracted by any party shall remain the property of Qatar Charity.

Bid submission requirements

Bidders must review all required documents in the tender booklet before submitting their bids. Non-compliance with the required conditions may result in disqualification.

Each company must submit one complete document containing both the technical and financial proposal through:

Technical offer requirements

Bidders must submit the following technical documents:

  • Tender booklet and specifications, signed and stamped on all pages without alteration or deletion.
  • Company Memorandum of Association.
  • Certificate of Incorporation or BRELA registration.
  • BRELA extract.
  • Valid business license or activity permit.
  • Copies of passports or IDs of company owners and the authorized signatory.
  • Valid tax card, tax registration certificate, or VAT certificate where applicable.
  • Recently issued Tax Clearance Certificate.
  • Bank certificate indicating authorized signatories and IBAN.
  • Company profile, including:
    • Company overview.
    • Fields of work.
    • Date of establishment.
    • Executed projects.
    • Supporting photos.
    • Manpower.
    • Equipment.
    • Geographic reach.
  • Certificates of experience and recommendation letters for previous projects, including:
    • Reports.
    • Contracts.
    • Completion certificates.
    • Evidence of operational capacity.
    • Evidence of supply chain capability.
  • Reference list showing qualifications and similar completed projects within the last four years.
  • Financial capacity documents, including:
    • Audited financial statements for the last three years.
    • Recent bank certificate proving financial capability.
  • IDs of signatories or contact personnel.
  • Proof of registration and licensing with all relevant regulatory bodies in Tanzania, where required, such as:
    • TBS.
    • TMDA.
    • BAKWATA.
    • PHAB.
    • OSHA.
    • Any other applicable authority.

Financial offer requirements

The financial offer must include:

  • Signed and stamped financial proposal.
  • Editable Excel version of the financial proposal.
  • Bid letter showing:
    • Bid date.
    • Total project cost.
    • Bid validity.
  • Financial proposal in the required currency.
  • BOQ with unit price and total price for each item.
  • Total financial offer written in both figures and words.
  • Company stamp.
  • Date and time.
  • Name and signature of the authorized signatory.

The Tender Committee has the right to review price tables. If there is a discrepancy between written and numerical values, the written value shall prevail. If there is a discrepancy between the unit price and total price, the unit price shall prevail.

Company names and documents must be provided in the official language and English. If discrepancies occur, the official-language version shall prevail.

Bid validity

The tender document states that the bid validity should be at least 90 days, except for framework contracts, which must be valid for at least one year.

The technical proposal section also states that the bid must remain valid for not less than one year from the closing date. Bidders should follow the tender document carefully and seek clarification from Qatar Charity where needed.

Bid format and submission mechanism

All bid procedures must be completed by qualified staff. Bidders should not assume that Qatar Charity already knows their organization; all forms must be fully completed.

The company must create a main folder named after the company. The folder should contain two subfolders:

  • Technical File.
  • Financial File.

Incomplete bids will not be considered.

Technical evaluation will be conducted before financial evaluation.

Price accuracy

Bidders must verify all calculations and ensure that all documents are properly completed, signed, and stamped.

Modification and withdrawal

No modifications are allowed after the tender closing date.

If a bidder withdraws before evaluation, Qatar Charity may confiscate the bid security without prior notice.

Bid costs

Bidders are not entitled to claim any costs related to bid preparation, whether the bid is awarded or rejected.

Bidders are responsible for obtaining all necessary information at their own expense. Information provided in the tender is intended only to guide bidders. Bidders must independently verify the sufficiency of the information, and Qatar Charity shall not be responsible for any resulting loss, damage, or expenses.

Confidentiality and data protection

All information contained in the Invitation to Tender, subsequent correspondence, and later negotiations shall be considered confidential.

Bidders are not permitted to:

  • Publish the Invitation to Tender.
  • Communicate or disclose tender information to third parties.
  • Use the information for any commercial or industrial purpose unrelated to this tender.

Bidders may disclose information only to entities that need it strictly for preparing the bid or supporting subsequent negotiations, provided confidentiality obligations are observed.

Qatar Charity will treat all information submitted by bidders as commercially confidential, except where disclosure is required by law.

All personal data submitted in response to this tender will be handled in accordance with Tanzania’s Personal Data Protection Act, 2022. By participating, bidders consent to the use of their data solely for procurement purposes. Any cross-border transfer of personal data will comply with the legal safeguards outlined in the Act.

Prevention of sexual exploitation and abuse

Qatar Charity unequivocally condemns all forms of sexual exploitation and abuse, bullying, and non-sexual abuses of power committed by its employees and affiliated personnel against any individual, irrespective of age, gender, sexuality, disability, religion, or ethnic origin.

Qatar Charity information security policy

Bidders must comply with Qatar Charity’s information security requirements, including the following:

  • Equipment or services must comply with all legal and regulatory requirements of the State.
  • Equipment or services must comply with intellectual property rights requirements.
  • Acceptable use requirements apply to all information accessed, used, or processed by the external party.
  • The supplier or service provider may be required to sign a Non-Disclosure and Compliance Agreement.
  • The supplier or service provider must specify all access permissions required to perform the work, including access to physical premises, systems, or information during the contract period.
  • The supplier or service provider must identify their information security level and ensure confidentiality, integrity, and availability of Qatar Charity’s information upon request.
  • Contracts and confidentiality agreements must be reviewed by the Legal Department if the contract is provided by the external party.
  • Contracts must align with Qatar Charity’s information security policies, procedures, and regulations in effect at the time of signing.
  • A Service Level Agreement must be signed whenever applicable.
  • Qatar Charity reserves the right to conduct audits to verify submitted qualifications and the supplier’s ability to fulfill contractual obligations.
  • Qatar Charity may retain work monitoring reports and records to ensure compliance with information security requirements.
  • Any changes made by the external party to Qatar Charity’s information assets, systems, or data must be fully documented.
  • The supplier awarded the tender must sign a Confidentiality and Non-Disclosure Form.
