Position Summary

The Monitoring, Evaluation and Learning (MEL) Officer will be responsible for monitoring program performance, measuring impact, conducting evaluations, managing data systems, coordinating field monitoring activities, and producing reports for management, donors, partners, and other stakeholders.

The role also involves strengthening organizational learning, ensuring data quality, and supporting evidence-based decision-making across programs.


Key Duties and Responsibilities

1. Monitoring and Evaluation Management

The successful candidate will:

  • Implement and review monitoring and evaluation work plans.
  • Develop and implement M&E frameworks, systems, structures, and procedures.
  • Design and manage:
    • Logical frameworks
    • Performance tracking systems
    • Indicators
    • Data flow charts
    • M&E manuals
  • Conduct baseline surveys, evaluations, and studies.
  • Monitor project implementation, outcomes, and impact.
  • Develop and pre-test monitoring and evaluation tools.
  • Build staff capacity in monitoring and evaluation.
  • Train enumerators on survey tools and data collection procedures.
  • Conduct regular field visits to ensure projects are implemented according to approved designs.
  • Analyze, interpret, and report data for internal and external stakeholders.
  • Support fundraising and resource mobilization efforts by providing relevant program data.
  • Maintain productive relationships with:
    • Beneficiaries
    • Communities
    • Partners
    • Government institutions
    • Other stakeholders
  • Prepare and submit periodic and management reports.
  • Monitor program developments and recommend strategies for improved performance and results.

2. Data Quality and Documentation Management

The officer will be responsible for:

  • Ensuring compliance with monitoring and evaluation standards, protocols, and guidelines.
  • Maintaining high-quality monitoring and evaluation systems.
  • Supervising quality control processes for data management.
  • Ensuring accurate reporting of findings and results.
  • Maintaining proper storage and management of data and information.
  • Conducting regular data backups.
  • Identifying weaknesses in existing data collection and management systems.
  • Recommending improvements and solutions to management.

3. Knowledge Sharing and Learning

The successful candidate will:

  • Ensure M&E frameworks capture:
    • Case studies
    • Best practices
    • Success stories
    • Lessons learned
  • Support dissemination of evaluation findings.
  • Share monitoring and evaluation reports with operational teams.
  • Highlight achievements, challenges, recommendations, and learning points.
  • Coordinate implementation of approved best-practice approaches.

4. Other Responsibilities

  • Perform any other duties assigned by the supervisor.

Education and Qualifications

Applicants must possess a Bachelor’s Degree in any of the following fields:

  • Mathematics and Statistics
  • Information Management
  • Project Management
  • Business Administration
  • Social Sciences
  • Any related discipline

Professional Qualifications

Applicants should possess:

  • A postgraduate or professional qualification in:
    • Monitoring and Evaluation
    • Project Planning and Management
    • Related field

Technical Competencies

Proficiency in data analysis software such as:

  • Microsoft Excel
  • SPSS
  • STATA
  • Other relevant statistical and data analysis tools

Required Skills and Competencies

Candidates should demonstrate:

  • Ability to design M&E tools, surveys, evaluations, and surveillance systems.
  • Strong analytical and critical thinking skills.
  • Extensive experience in research, surveys, and data management.
  • Strong information technology skills.
  • Proficiency in Microsoft Office applications.
  • Experience managing structured datasets.
  • Ability to work independently under pressure.
  • Strong planning, organizational, and coordination skills.
  • Ability to multitask and meet deadlines.
  • Strong interpersonal and networking skills.
  • Teamwork and collaboration abilities.
  • Public relations and stakeholder engagement skills.
  • Excellent communication and presentation skills.
  • Fluency in both English and Kiswahili.
  • Ability to prepare clear, concise, and professional reports.

Work Experience

  • A minimum of 2 years of relevant experience in a similar position.
