Position Overview

A Regional Advisor on Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) provides strategic, legal, and technical support to strengthen regional frameworks aimed at preventing money laundering, terrorist financing, and related financial crimes.

The role typically involves working with governments, regulatory authorities, financial institutions, and international partners to enhance compliance with international AML/CFT standards and promote financial system integrity.

Key Responsibilities

Policy and Regulatory Advisory

  • Advise governments and institutions on AML/CFT laws, regulations, and policies.
  • Support alignment with international standards, particularly those issued by the Financial Action Task Force.
  • Review and recommend improvements to legal and regulatory frameworks.

Technical Assistance and Capacity Building

  • Design and deliver AML/CFT training programs.
  • Strengthen the capacity of Financial Intelligence Units (FIUs), regulators, and law enforcement agencies.
  • Provide guidance on risk-based supervision and compliance practices.

Regional Coordination

  • Collaborate with regional economic communities and international organizations.
  • Facilitate cross-border cooperation and information sharing.
  • Support implementation of regional AML/CFT initiatives.

Risk Assessment and Monitoring

  • Conduct national and regional AML/CFT risk assessments.
  • Analyze emerging money laundering and terrorist financing threats.
  • Monitor implementation of AML/CFT action plans and recommendations.

Stakeholder Engagement

  • Engage with central banks, ministries, financial institutions, and development partners.
  • Represent the organization at regional forums, workshops, and conferences.
  • Foster partnerships that strengthen AML/CFT compliance.

Typical Qualifications

Education

  • Master’s degree in Law, Finance, Economics, Public Policy, Criminology, International Relations, or a related field.
  • Professional certifications in AML/CFT are highly desirable.

Experience

  • Extensive experience in AML/CFT, financial regulation, compliance, legal advisory, or financial crime investigations.
  • Experience working with international organizations, central banks, regulatory authorities, or development institutions.
  • Knowledge of FATF Recommendations and international best practices.

Skills

  • Strong analytical and legal drafting skills.
  • Policy development and advisory expertise.
  • Excellent stakeholder management and communication skills.
