RESIslands Project – Strengthening the Institutional Capacities of the African Island States Climate Commission (AISCC) Member States to Manage Climate Risks and Bolster Resilience


Result of Service

The consultant will support the:

Effective and well-coordinated implementation of RESIslands activities at the national level, ensuring strong stakeholder engagement, alignment with national priorities, and strengthened institutional capacity.


Background

The United Nations Economic Commission for Africa (UNECA) serves as the Delivery Partner for the RESIslands Project, a multi-country climate resilience initiative funded by the Green Climate Fund.

The project covers nine African Island States:

  • Cabo Verde
  • Comoros
  • Equatorial Guinea
  • Guinea-Bissau
  • Madagascar
  • Mauritius
  • São Tomé and Príncipe
  • Seychelles
  • Tanzania (Zanzibar)

The project is implemented in partnership with:

  • African Island States Climate Commission
  • United Nations Resident Coordinator Offices
  • National Designated Authorities (NDAs)

Project Objectives

The initiative aims to:

  • Strengthen institutional capacities for climate resilience.
  • Improve multi-hazard risk assessments.
  • Enhance climate risk management and decision-making.
  • Develop climate adaptation project pipelines.
  • Promote regional knowledge sharing and learning.
  • Support strategic climate resilience frameworks.

Organizational Setting and Reporting

The Country Lead will:

  • Be embedded within the National Designated Authority (NDA) or designated national institution.
  • Report directly to the UNECA Program Coordinator at CFND.
  • Maintain dotted-line reporting to:
    • The National Designated Authority (NDA)
    • The AISCC National Focal Point (NFP)
  • Work closely with:
    • UNECA Project Management Unit (PMU)
    • AISCC
    • EW4ALL partners
    • International consultants
    • Technical experts and service providers

Objective of the Assignment

The Country Lead will serve as the principal in-country focal point for the implementation of all RESIslands activities in Zanzibar.

The consultant will:

  • Coordinate national-level project activities.
  • Facilitate stakeholder engagement.
  • Support institutional strengthening initiatives.
  • Ensure alignment with national priorities.
  • Promote sustainability and ownership of project outputs.

Key Responsibilities

1. Stakeholder Engagement

  • Organize and facilitate:
    • National workshops
    • Consultations
    • Pipeline development write-shops
    • Capacity-building and training events
  • Liaise with:
    • National Designated Authority (NDA)
    • AISCC National Focal Point
    • Government ministries and departments
    • Local government authorities
    • United Nations Resident Coordinator Office
    • Civil society organizations
    • Academic institutions
    • Development partners
  • Facilitate stakeholder meetings and consultations.

2. Project Implementation

  • Provide technical support for country-level project deliverables.
  • Assist in identifying training priorities and capacity development needs.
  • Support:
    • Vulnerability assessments
    • Loss and damage assessments
    • National climate risk diagnostics
  • Coordinate field visits and project activities.
  • Facilitate:
    • Logistics arrangements
    • Invitations and permits
    • National-level procurement activities

3. Reporting and Monitoring

  • Prepare:
    • Technical progress reports
    • Activity reports
    • Meeting briefs
    • Documentation for UNECA and the NDA
  • Monitor project outputs and milestones.
  • Ensure activities remain aligned with approved work plans and budgets.

4. Knowledge Management

  • Collect and organize data for:
    • Use cases
    • Toolkits
    • Knowledge management platforms
    • E-infrastructure solutions
  • Support documentation and dissemination of lessons learned and best practices.

5. Sustainability and Institutional Ownership

  • Facilitate stakeholder participation in:
    • Deliverable preparation
    • Validation workshops
    • Review processes
  • Strengthen national ownership of project outputs.
  • Promote post-project utilization of:
    • Platforms
    • Toolkits
    • Climate project pipelines
    • Knowledge products

Qualifications and Experience

Education

Applicants must possess:

  • An Advanced University Degree (Master’s Degree) in:
    • Climate Science
    • Environmental Policy
    • Project Management
    • Economics
    • Social Sciences
    • Geography
    • Geoinformatics
    • Or a related discipline

Professional Experience

Required

  • Minimum 5 years of professional experience in:
    • Climate resilience
    • Institutional development
    • Project coordination

Desirable

  • Experience managing donor-funded climate or development projects.
  • Experience working with government institutions.
  • Engagement in:
    • Climate change initiatives
    • Environmental management
    • Disaster risk management
    • Resilience programming
  • Experience in:
    • Qualitative data collection and analysis
    • Quantitative data collection and analysis
    • Monitoring and reporting

Language Requirements

Required

  • Fluency in English

Advantage

  • Knowledge of French
