Bagamoyo Sugar Limited (BSL), also known as Bakhresa Sugar Limited, is a major industrial project in Tanzania focused on reducing the nation’s reliance on imported sugar and eventually creating a surplus for export. The company is a unit of the Bakhresa Group, a large industrial conglomerate with diverse interests across East Africa. Incorporated in 2016, the greenfield project is situated in Makurunge, Bagamoyo District, Pwani Region, approximately 75 kilometers north of Dar es Salaam. The project is an ambitious, multi-phase development that involves establishing a large sugarcane plantation utilizing state-of-the-art digital farming technology for irrigation, coupled with the construction of a fully integrated sugar processing plant.

The overall development is significant for Tanzania’s economy, with a total estimated investment reaching hundreds of billions of Tanzanian shillings. The factory’s capacity is designed to be scalable, with initial annual production expected to be around 30,000 metric tonnes, but ultimately aiming for 100,000 metric tonnes. Beyond sugar production, the project also incorporates an agro-energy component, including a power plant that utilizes factory waste (bagasse) to generate electricity for internal use and a surplus to be sold to the national grid. Furthermore, BSL supports the local community and national agricultural goals by actively encouraging and providing technical support to out-growers (independent local farmers) to cultivate sugarcane, thereby generating thousands of employment opportunities for Tanzanian youth in the Bagamoyo area.
