Role Purpose

The Education & Early Childhood Development (EECD) Advisor will lead the design, implementation, and continuous improvement of inclusive education and early childhood development programmes across Tanzania.

The role focuses on ensuring equitable access to quality education, particularly for girls and children with disabilities, by applying evidence-based approaches that align with Tanzania’s national education priorities and Plan International’s EECD Framework.

The Advisor will work closely with government institutions, project teams, development partners, and other stakeholders to strengthen programme quality, promote inclusion, enhance learning outcomes, and support resource mobilization.


Key Responsibilities

1. Programme Design & Strategy

  • Lead the design and implementation of inclusive Education and EECD strategies.
  • Develop evidence-based programme approaches aligned with national education priorities.
  • Ensure programme alignment with Plan International’s refreshed EECD Framework.
  • Promote equitable access to quality education for vulnerable children.

2. Inclusive Education

  • Design and implement inclusive education tools and methodologies.
  • Ensure education programmes address the needs of:
    • Girls
    • Children with disabilities
    • Other marginalized learners
  • Promote gender-transformative and socially inclusive programming.
  • Review programme tools to ensure they integrate social inclusion principles.

3. Capacity Strengthening

  • Build the capacity of:
    • Plan International staff
    • Government officials
    • School leaders
    • Teachers
    • Implementing partners
  • Facilitate education-related training workshops.
  • Provide coaching and mentoring to programme teams.

4. Government & Stakeholder Engagement

Develop and maintain strategic partnerships with:

  • Ministry of Education, Science and Technology (MoEST)
  • President’s Office – Regional Administration and Local Government (PO-RALG)
  • Local Government Authorities (LGAs)
  • Development partners
  • Civil society organizations
  • Internal programme teams

Support the integration of inclusive education throughout the programme lifecycle.


5. Programme Quality

  • Ensure programmes meet organizational quality standards.
  • Apply EECD quality frameworks and indicators.
  • Promote continuous programme improvement.
  • Strengthen monitoring, accountability, and programme effectiveness.

6. Monitoring, Learning & Documentation

  • Document:
    • Programme implementation processes
    • Results achieved
    • Lessons learned
    • Best practices
    • Key recommendations
  • Support organizational learning and adaptive programming.
  • Strengthen programme measurement and accountability systems.

7. Resource Mobilization

  • Support proposal development.
  • Contribute to successful grant applications.
  • Strengthen organizational positioning for donor funding.
  • Demonstrate programme impact using evidence-based results.

8. Cross-Programme Collaboration

Work closely with:

  • Grants teams
  • Sponsorship teams
  • Education programme leads
  • Government institutions
  • Implementing partners

Ensure inclusion is integrated throughout programme planning, implementation, monitoring, and evaluation.


Qualifications

Applicants must possess:

  • Master’s Degree in:
    • Education
    • Early Childhood Education

Essential Experience

Applicants should have:

  • Minimum 8 years of experience in gender-transformative and socially inclusive education programming.
  • Proven experience implementing inclusive education programmes.
  • Experience improving learning outcomes using evidence-based approaches.
  • Experience supporting government institutions or implementation partners in mainstreaming inclusion.
  • Experience working with 2–3 international donors.
  • Experience managing education development programmes from design through implementation.
  • Experience facilitating education-related training and workshops.
  • Proven success contributing to grant proposal development.
  • Experience applying rights-based approaches to education.
  • Experience supervising, coaching, and mentoring staff.
  • High computer literacy and proficiency with office applications.
  • Ability to work independently and manage multiple priorities.

Desirable Experience

  • Experience working directly with children.
  • Understanding children’s developmental and protection needs.
  • Excellent interpersonal communication skills.
