Job Overview

  • Job Title: Digital Learning Designer (Digital Learning Officer)

  • Position: 1

  • Reporting To: Senior Manager – Training & Development

  • Department: Human Resource

  • Region: Dar es Salaam

  • Hours of Work: 8:00 AM – 5:00 PM, Monday to Friday. Additional hours as required by the workload.

1. Purpose of Job

The Digital Learning Officer is responsible for designing, developing, implementing, and evaluating innovative digital and blended learning solutions that build a digitally fluent workforce and embed a culture of continuous, self-directed learning aligned to business priorities.

2. Principal Accountabilities & Responsibilities

  • Design, develop, and maintain engaging e-learning modules and digital learning resources using Articulate 360.

  • Develop accessible blended learning solutions, including e-learning, live virtual sessions, self-directed resources, videos, guides, and facilitator toolkits.

  • Upload, organize, test and maintain content on the Learning Management System (LMS), ensuring it is accessible, inclusive and aligned with organizational strategic priorities.

  • Implement the bank’s eLearning strategy as agreed from time to time.

  • Ensure the e-learning system is used along with the vision of enhancing effectiveness and efficiency.

     

  • Lead instructional design projects; engage stakeholders and subject matter experts in conducting research/analysis to identify training needs.

     

  • Advise subject matter experts to review content, select appropriate learning methods and design learning materials.

  • Oversee the conceptualization, development, and layout of the appropriate technical infrastructure required to deliver digital e-learning content to its audience.

  • Develop and monitor completion data, learner feedback and course usage to support continuous improvement.

  • Measure and report the effectiveness and return on investment (ROI) of digital learning programmes using learner analytics and business performance data.

  • Confer as needed with third-party providers of educational materials and resources to ensure that they meet organization training goals and objectives.

     

  • Conducts or supports pilot tests to ensure effectiveness of developed programs and compatibility with other systems.

     

  • Prepare update and progress of e-learning and report.

     

  • Provide project support related to learning, employee enhancement, culture transformation.

3. Knowledge Required

  • Experience with management systems for E-learning.

  • E-learning development production and authoring tools such as Adobe Premier, Adobe Audition, Camtasia, Captivate, Microsoft Office Suite, Illustrator Articulate.

  • Familiarity with server-based technology, learning management systems, databases.

  • Exposure to use of AI tools in content design would be desirable.

4. Skills

  • Strong knowledge of adult learning principles and low-bandwidth learning design.

  • Effective communication skills, both verbal and written.

  • Relationship Management.

  • Planning and decision-making.

  • Be able to communicate ideas and information effectively, clearly and concisely.

  • Strong computer skills especially data management systems (Analytical skills and accounting).

  • Confident, self-disciplined and self-motivated individual.

5. Qualifications & Experience

  • Bachelor’s degree in Instructional design & learning technologies, Education or a related technical field.

     

  • Master’s degree in Instructional Design & learning technologies is an added advantage.

     

  • Certification in HR or L&D (added advantage).

  • Minimum 2 years’ experience developing learning programs for both classroom and technology-based learning and performance solutions, Learning & Development/Training.
