Main purpose of the role

The ICT Supervisor will be responsible for executing the maintenance, follow-up, and monitoring of all IT and Telecom equipment, tools, and services.

The role also involves ensuring onsite technical support and training of users under his/her responsibility, in accordance with MSF standards, policies, protocols, and procedures. The purpose is to guarantee the efficient use of all IT and Telecom services and infrastructure.

Main accountabilities

The ICT Supervisor will be responsible for:

  • Monitoring, maintaining, and following up on all Information Technology (IT) and Telecom equipment, tools, and services in the mission, in accordance with MSF standards, policies, protocols, and procedures.
  • Supervising, implementing, and improving data security protocols, including data saving, firewall, user access rights, backup, and security for equipment and software.
  • Ensuring data security, availability, immediate operational recovery, and continuity in case of emergency.
  • Providing technical support and presenting MSF standards, policies, protocols, and procedures to all users.
  • Providing advanced technical support to logistics experts dealing with IT and Telecom systems.
  • Liaising with the Information Systems (IS) Specialist and/or HQ Technical Referent for second-line support when needed.
  • Liaising with external providers to ensure incidents or problems that cannot be solved at his/her level are appropriately escalated.
  • Providing educational support, including briefing, training, and user support.
  • Providing advanced educational support to logistics experts dealing with IT and Telecom systems.
  • Preparing regular activity reports for the sites under his/her responsibility, in accordance with MSF guidelines.
  • Updating and archiving all user and ICT-related documentation due to changes in IT and Telecom infrastructures.
  • Participating in the establishment of the annual budget for IT and Telecom families.
  • Providing technical expertise in the local purchase process.
  • Planning, preparing, and reporting visits to the sites under his/her responsibility.
  • Performing any other task specific to his/her area of specialty, as defined in the job description and according to the line manager.

Context-specific accountabilities

The ICT Supervisor will also be required to:

  • Ensure proper maintenance and availability of all ICT and communication equipment, including phones, VHF/HF radios, vehicle communication systems, laptops, printers, and other ICT devices.
  • Conduct preventive maintenance for IT and Telecom equipment.
  • Ensure backup IT and Telecom equipment are functioning properly.
  • Provide timely IT support, troubleshooting, and corrective maintenance to ensure smooth project operations.
  • Maintain accurate ICT stock inventories and manage spare parts to ensure availability when needed.
  • Ensure the protection and security of ICT equipment and user data according to MSF IT policies and guidelines.
  • Support users with MSF digital tools, including OneDrive, Kompas, and SharePoint.
  • Provide basic guidance on MSF digital tools when required.
  • Provide briefing and training for staff and newcomers.
  • Manage user access, permissions, backups, and other security measures in line with MSF IT standards.
  • Conduct user briefings on the safe use of ICT equipment and compliance with MSF IT procedures.
  • Maintain ICT asset records and update equipment tracking through TMS.
  • Coordinate with the Logistics Team Leader, IT Manager, and other relevant teams to ensure effective ICT service delivery.
  • Manage smartphones, sync contacts, and ensure staff have the proper applications.
  • Perform any other IT-related tasks assigned by the line manager.

Minimum educational qualification

Applicants must have:

  • Secondary education and formal technical training.
  • Certifications in the relevant domain would be an added advantage.

Experience

Applicants should have:

  • Proven experience in his/her technical area, with a minimum of 2 years of experience.
  • Experience with MSF or other NGOs is desirable.

Knowledge

Applicants should have:

  • Expertise in the latest version of Microsoft Operating System and business applications.
  • Good knowledge of computer hardware maintenance processes.
  • Good knowledge of network theory and respective protocols.
  • Knowledge of main email systems.
  • Knowledge of IT security best practices.
  • Knowledge of IT Service Management Tools (ITSM).
  • Understanding of Server Management, including Microsoft Operating System Active Directory and virtualization.
  • Understanding of radio telecommunication concepts, including HF, VHF, GSM, and Satellite.
  • Training and support skills.

Languages

Applicants must have:

  • Mission language: English.
  • Local language: Swahili.

Both English and Swahili are mandatory.
