Position Summary
Based in Mwanza, the Program Officer serves as the regional focal point for the Mkapa Foundation’s health workforce programs across the Lake Zone. The officer supports the implementation, coordination, monitoring, and reporting of health workforce interventions under the guidance of the Program Manager. The role focuses on improving the availability, competence, and performance of frontline health workers, particularly in primary healthcare and maternal, newborn, and child health (MNCH) services.
Key Responsibilities

Program Implementation: Support day-to-day planning and execution of health workforce interventions in the Lake Zone; coordinate with Regional Secretariats, Local Government Authorities (LGAs), and health facilities; prepare activity and field reports.

Capacity Strengthening: Assist in organizing training, mentorship, coaching, supportive supervision, workshops, and review meetings; conduct follow-up visits to assess skill application.

Monitoring & Learning: Support data collection, verification, analysis, and reporting in collaboration with the MERL team; document lessons learned, innovations, and success stories.

Stakeholder Engagement: Maintain strong working relationships with regional and council health management teams (RHMTs/CHMTs) and training institutions; promote project visibility.

Compliance & Risk Management: Ensure activities comply with donor requirements, government regulations, and organizational policies; escalate operational risks to the Program Manager.
Qualifications and Experience

Education: Bachelor’s degree in Health Sciences, Public Health, Nursing, Health Administration, Social Sciences, or a related field (Master’s degree is an added advantage).

Experience: Minimum of five (5) years of experience in health workforce, health systems strengthening, public health, MNCH, or other donor-funded health programs.

Proven experience working with government institutions, regional/council health authorities, and sector stakeholders.

Good understanding of Tanzania’s health system and decentralized service delivery structures.

Strong analytical, communication, report-writing, and Microsoft Office skills.
