Senior Program Officer – Health Workforce & MNCH Systems Strengthening

  • Reports to: Director of Programs & Strategic Information

  • Duty Station: Zanzibar (with travel to project sites as required)

Position Summary

The Senior Program Officer serves as an Embedded Technical Advisor to the Ministry of Health (MoH), Zanzibar. The role provides technical leadership in workforce planning, recruitment, deployment, retention, leadership development, and performance improvement to enhance maternal, newborn, and child health (MNCH) outcomes. Operating within Ministry structures, the officer also leads day-to-day project coordination, ensuring strong linkages between the MoH, consortium lead agencies, and implementing partners.

Key Responsibilities

  • Systems Strengthening: Provide technical advisory support to the MoH on health workforce strategies; strengthen workforce governance, management systems, and accountability mechanisms.

  • Workforce Planning & Retention: Support forecasting, staffing analyses, and deployment planning to address critical gaps, particularly at the primary healthcare level; advise on innovative retention approaches.

  • Capacity Development: Strengthen management capacity at national, district, and facility levels; coordinate mentorship, coaching, and training initiatives; promote quality improvement.

  • Knowledge Management & M&E: Enhance the use of HRH information systems and data for planning; prepare technical reports, policy briefs, and updates; support proposal development and resource mobilization.

  • Stakeholder & Consortium Coordination: Serve as the primary liaison with the MoH, consortium partners, and donors; participate in technical working groups and sector forums.

  • Project Management: Coordinate daily project workflows in Zanzibar; manage budgets, project planning, risk tracking, and ensure strict donor and government compliance.

Qualifications and Experience

  • Education: Master’s degree in Public Health, Health Systems Management, Health Policy, Human Resources for Health, Medicine, Nursing, Public Administration, or a related field.

  • Experience: Minimum of seven (7) years of progressive experience in health workforce strengthening, health systems, MNCH, or related health programs.

  • Demonstrated experience supporting government-led health initiatives and managing donor-funded multi-stakeholder projects.

  • In-depth knowledge of the Tanzania and/or Zanzibar health sector and HRH landscape.

  • Strong facilitation, analytical, coordination, and technical report-writing abilities.
