Job purpose
TICGL is seeking a highly qualified Economist holding a Master’s degree or PhD in Economics or a closely related field.
The successful candidate will lead and contribute to advanced economic research, policy analysis, and public-private partnership and investment advisory assignments.
The Economist will provide technical leadership on complex assignments, represent TICGL and TERI in high-level engagements with government institutions and development partners, and mentor junior research staff.
Key duties and responsibilities
The successful candidate will be responsible for the following:
- Lead the design, execution, and quality assurance of macroeconomic and sector research studies, feasibility assessments, and policy briefs.
- Provide technical leadership on public-private partnership feasibility studies and transaction advisory assignments.
- Conduct economic and financial viability analyses in line with the formal frameworks of the Public-Private Partnership Centre (PPPC).
- Develop and apply rigorous econometric, statistical, and financial modelling techniques to inform research findings and client recommendations.
- Author and review high-quality technical reports, investor guidebooks, policy papers, and proposals for government institutions, development finance institutions, and private-sector clients.
- Represent TICGL and TERI in stakeholder consultations, public lectures, workshops, and negotiations with government agencies, development partners, and investors.
- Provide strategic guidance on Tanzania’s macroeconomic and fiscal environment, investment climate, and sector-specific opportunities to support client decision-making.
- Supervise, mentor, and review the quality of work produced by economists, data analysts, and research assistants assigned to projects.
- Ensure strict fidelity to source data and client Terms of Reference in all analytical outputs.
- Ensure that no external figures, assumptions, or information are introduced into analytical outputs without authorisation.
- Support business development through the preparation of technical and financial proposals, including proposals for donor-funded and government-commissioned assignments.
- Contribute to TICGL’s institutional knowledge base through published research articles, policy insights, and thought-leadership content.
Qualifications and experience
Applicants must possess the following qualifications and professional experience:
- A Master’s degree in Economics, Development Economics, Public Policy, Finance, or a closely related field from a recognised university.
- A PhD in Economics or a closely related field is preferred.
- Master’s degree holders must have a minimum of five to eight years of relevant professional experience.
- PhD holders must have a minimum of three to five years of relevant professional experience.
- Relevant experience must be in economic research, policy analysis, public-private partnership advisory, or investment advisory.
- Experience gained within Tanzania or the East African region is highly desirable.
- Demonstrated experience conducting or leading feasibility studies, macroeconomic analyses, or public-private partnership transaction advisory assignments.
- Experience working on assignments involving government institutions or development finance institutions is preferred.
- A strong record of authored or co-authored research reports, policy papers, or peer-reviewed publications.
- Proficiency in econometric and analytical software such as STATA, EViews, R, or Python.
- Strong quantitative, econometric, statistical, and financial modelling skills.
- Professional certifications such as Certified Public-Private Partnerships Professional (CP3P) or Financial Modeling and Valuation Analyst (FMVA) are an added advantage.

- Strong commitment to evidence-based research, analysis, and advisory work.
