Project Background
Plan International Tanzania is implementing the anticipated Advancing Gender Equality in Tanzania (PAMOJA) project, a World Bank-IDA financed initiative implemented by the Government of Tanzania through:
- Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG).
- Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG).
The project covers:
- 40 district councils across 10 regions in Mainland Tanzania.
- 8 districts across 4 regions in Zanzibar.
PAMOJA aims to:
- Advance women’s economic empowerment.
- Strengthen prevention and response services for Gender-Based Violence (GBV).
- Equip approximately 7,500 Community Microfinance Groups (CMGs), mainly women-led groups, with:
- Governance skills.
- Financial literacy.
- Business development skills.
Through a Train-the-Trainer (ToT) approach, the project will strengthen local government and community facilitators to support women entrepreneurs in developing resilient, climate-informed businesses and improving livelihoods.
Role Purpose
The Value Chain & Climate-Smart Agriculture Specialist will lead the identification of sustainable, commercially viable, and climate-resilient business opportunities across the targeted districts.
The role focuses on transforming environmental challenges into economic opportunities by integrating climate-smart approaches such as:
- Solar drying technologies.
- Sustainable fishing practices.
- Seaweed value addition.
- Renewable energy solutions.
- Circular economy approaches.
The specialist will support women-led enterprises to develop resilient businesses adapted to local environmental conditions.
Key Responsibilities
Value Chain Analysis & Market Development
- Lead local market and value chain assessments across target districts.
- Identify:
- Business opportunities.
- Market constraints.
- Market linkages for women-led enterprises.
- Identify value-added product opportunities within:
- Coastal value chains.
- Agricultural sectors.
- Zanzibar-specific economic activities.
Climate-Smart Business Development
- Develop climate-resilient investment and operating models.
- Integrate:
- Renewable energy solutions.
- Waste reduction strategies.
- Circular economy practices.
- Climate adaptation measures.
- Advise teams on converting environmental challenges into sustainable business opportunities.
Training & Capacity Building
- Contribute climate-smart business content to:
- Training curricula.
- Train-the-Trainer (ToT) materials.
- Provide technical guidance during mentorship and supervision activities.
- Support CMGs and VSLAs in adopting Climate Smart Agriculture (CSA) practices.
Climate-Smart Agriculture Support
Support community groups to implement CSA practices that:
- Increase agricultural productivity.
- Strengthen climate resilience.
- Reduce environmental emissions.
Examples include:
- Drip irrigation systems.
- Rainwater harvesting.
- Drought-tolerant seed varieties.
- Sustainable farming practices.
Income Generation & Community Enterprise Development
- Support CMGs and VSLAs to identify viable income-generating activities based on agro-ecological zones.
- Provide technical guidance on sustainable enterprise models.
- Strengthen community-based economic empowerment initiatives.
Required Qualifications & Experience
Academic Qualifications
Applicants must have:
- Bachelor’s Degree in one of the following fields:
- Agriculture.
- Agricultural Economics.
- Environmental Science.
- Agribusiness.
Professional Experience
Applicants must have:
- Minimum 5 years’ experience in:
- Market linkage development.
- Value chain analysis.
- Climate-resilient business practices.
Experience should include areas such as:
- Solar drying.
- Sustainable fishing.
- Seaweed value addition.
- Environmental sustainability initiatives.
Additional Requirements
Candidates should have:
- Knowledge of Climate Smart Agriculture (CSA) practices, including:
- Drip irrigation.
- Rainwater harvesting.
- Climate-resilient farming methods.
- Drought-resistant crop varieties.
- Experience completing at least two comparable consultancies since 2019 involving:
- Value-added product development.
- Environmental sustainability.
- Community-based economic programmes.
- Ability to transform environmental challenges into business opportunities.
- Experience working in Zanzibar.
- Experience working with World Bank or other international development organisations.
Desirable Skills & Experience
Added advantages include:
- Experience with:
- Blue Economy initiatives.
- Coastal value chains in Zanzibar or Mainland coastal Tanzania.
- Green economy financing mechanisms.
- Community empowerment models.
- Working proficiency in Kiswahili.
- Strong English writing and presentation skills.
