The Appointment Committee for Commissioners, established under Article 129 (4) of the Constitution of the United Republic of Tanzania, 1977, invites applications from qualified Tanzanian citizens for the positions of:

  • Chairman (1 Position)
  • Vice Chairman (1 Position)
  • Commissioners (5 Positions)
  • Assistant Commissioners

These appointments follow the expiry of the tenure of existing Commissioners.


1. Chairman – 1 Position

Qualifications

According to Article 129 (2) (a) of the Constitution of Tanzania, the applicant must possess qualifications required for appointment as a Judge.


Required Experience & Competencies

Applicants must demonstrate:

  • Knowledge and experience in:
    • Law.
    • Governance.
    • Politics.
    • Social affairs.
  • High reputation for:
    • Morality.
    • Integrity.
    • Impartiality.
    • Competence in human rights and good governance.
  • Strong commitment to human rights principles.
  • Excellent writing and communication skills in English and Swahili.
  • Ability to make fair and timely decisions.
  • Ability to handle sensitive situations with diplomacy.
  • Ability to manage confidential matters.
  • Strong conflict resolution skills.
  • Ability to work independently and as part of a team.

Key Duties

The Chairman will be responsible for:

  • Promoting public awareness of human rights and responsibilities.
  • Receiving complaints regarding human rights violations.
  • Conducting investigations into human rights violations and governance issues.
  • Conducting research and public education on human rights.
  • Initiating legal proceedings where necessary.
  • Investigating abuse of authority by individuals or institutions.
  • Advising Government, public institutions, and private sector organizations.
  • Promoting reconciliation among individuals and institutions.

Salary Grade

LSSE/8-1 plus additional attractive fringe benefits.


2. Vice Chairman – 1 Position

Qualifications

Applicants should possess skills, experience, and broad knowledge in:

  • Human rights.
  • Law.
  • Administration.
  • Political affairs.
  • Social affairs.

Required Experience & Competencies

Applicants should demonstrate:

  • Experience in law, governance, politics, or social matters.
  • High integrity, morality, impartiality, and competence.
  • Commitment to human rights values.
  • Strong communication skills in English and Swahili.
  • Ability to make balanced decisions.
  • Conflict resolution skills.
  • Ability to handle sensitive matters confidentially.
  • Ability to work effectively individually and within teams.

Key Duties

Responsibilities include:

  • Creating awareness of human rights and responsibilities.
  • Receiving and handling complaints.
  • Conducting investigations.
  • Conducting human rights research and public education.
  • Supporting legal action where required.
  • Advising government and institutions on human rights matters.
  • Supporting reconciliation initiatives.

3. Commissioners – 5 Positions

4. Assistant Commissioners

Key Duties

Assistant Commissioners will:

  • Receive complaints from members of the public.
  • Conduct necessary investigations.
  • Perform other duties assigned by CHRAGG.

Tenure & Conditions of Service

According to Article 129 (5) of the Constitution of Tanzania:

  • The Chairman, Vice Chairman, and Commissioners will serve a term of three (3) years.
  • They may be re-appointed for only one additional term of three years.

Appointed Commissioners must immediately resign from any conflicting positions, including:

  • Political party offices.
  • Parliamentary positions.
  • Judicial offices.
  • Public service positions.
  • Electoral commission membership.
  • Local government authority positions.
  • Other public offices.
