Job Purpose
The Monitoring, Evaluation & Programme Quality Officer will implement Her Initiative’s monitoring, evaluation, programme quality assurance, and evidence generation systems across all programmes.
The officer will ensure:
- Effective programme monitoring and quality assurance.
- Accurate data collection, verification, and management.
- Reliable measurement of programme performance.
- Generation of credible evidence for learning, donor accountability, decision-making, and programme scaling.
The role works closely with programme, communications, and operations teams to maintain data integrity, track participant outcomes, identify evidence gaps, and support continuous improvement.
Key Responsibilities
1. Programme Monitoring, Field Quality & Implementation Support
The officer will:
- Develop and implement programme monitoring plans.
- Conduct field monitoring visits to assess:
- Programme implementation quality
- Facilitator performance
- Participant engagement
- Safeguarding compliance
- Monitor programme activities against approved work plans and quality standards.
- Verify implementation adherence to Her Initiative’s programme model and procedures.
- Conduct implementation quality assessments using monitoring tools.
- Track participant:
- Attendance
- Progression
- Retention
- Completion
- Engagement
- Identify programme risks, delays, and implementation challenges.
- Provide feedback and recommendations to programme teams.
- Maintain complete monitoring records and reports.
Key Performance Indicators
Weekly
- Conduct at least one structured programme monitoring visit.
- Complete monitoring quality checklists.
- Submit monitoring reports within 48 hours.
- Escalate critical implementation risks within 24 hours.
Monthly
- Complete 8–10 programme monitoring visits.
- Produce Programme Implementation Quality Reports.
- Verify progress against approved work plans.
- Track implementation issues and corrective actions.
Quarterly
- Produce Programme Quality Review Reports.
- Maintain at least 90% compliance with programme standards.
- Support implementation improvements and risk mitigation.
2. Data Collection, Programme Measurement & Data Quality Assurance
The officer will:
- Implement monitoring and evaluation frameworks and indicators.
- Coordinate data collection, verification, cleaning, and storage.
- Maintain:
- Programme databases
- Digital data collection platforms
- Looker dashboards
- Data tracking sheets
- Conduct Data Quality Assessments (DQAs).
- Review and improve data collection tools.
- Track indicators related to:
- Enterprise development
- Income and livelihoods
- Rights and agency
- Leadership
- Digital participation
- Financial inclusion
- Participant progression
- Programme completion
- Support:
- Baseline studies
- Midline studies
- Endline evaluations
- Tracer studies
Key Performance Indicators
Weekly
- Verify and clean programme data.
- Update dashboards and databases.
- Resolve data discrepancies.
Monthly
- Maintain at least 98% data completeness.
- Maintain at least 95% data accuracy.
- Submit verified datasets on time.
Quarterly
- Produce Data Quality Reports.
- Ensure programme datasets are complete, verified, and audit-ready.
3. Evidence Generation & Scale Readiness Support
The officer will:
- Implement Her Initiative’s Evidence Generation Framework.
- Collect and organize qualitative and quantitative programme evidence.
- Track evidence related to:
- Youth livelihoods
- Employment outcomes
- Leadership development
- Digital engagement
- Financial inclusion
- Participant achievements
- Maintain evidence trackers and repositories.
- Support scale readiness assessments.
- Conduct outcome verification activities.
- Support evaluations, research studies, and programme assessments.

Monthly

4. Beneficiary Accountability, Learning Capture & Knowledge Management
The officer will:
- Implement beneficiary feedback mechanisms.

- Conduct beneficiary validation exercises.
- Capture:
- Case studies
- Success stories
- Lessons learned

- Support programme reflection meetings.

- Collect beneficiary feedback from programme activities.

- Escalate safeguarding issues within 24 hours.
Monthly
- Produce Learning & Accountability Reports.

5. Reporting, Technical Evidence Support & Coordination
The officer will:
- Prepare monitoring and evaluation reports.
- Compile verified datasets and evidence.
- Support:
- Donor reporting
- Proposal development
